随着十八大“海洋强国”概念的提出，海岛旅游业已成为推动旅游业以及海洋经济发展的重要力量，对地方经济、文化、社会发展起到推动作用。近年来，虽然受到新冠病毒大流行和国际经济形势影响，旅游业陷入低迷，但是人们对于旅游的热情依旧高涨，旅游业复苏潜力仍然巨大。对于一些海岛地区，海岛旅游作为当地发展的支柱产业，有效促进了当地经济的增长和基础设施的完善，并妥善解决了当地居民的就业。因此，研究海岛旅游发展对于海岛地区的经济、文化、社会发展具有重要意义。

      位于珠江口的万山群岛具有培育成世界级的滨海旅游休闲度假胜地的资源禀赋和地理条件，然而目前万山群岛旅游发展仍处于以观光旅游为主的初级阶段，总体知名度不高，市场化程度、旅游服务管理水平、旅游经济收入总量与国际海岛旅游胜地存在较大差距。根据国内外海岛旅游发展成功经验显示，政府在海岛旅游发展中扮演重要的角色，政府在海岛旅游发展中如何更好地履职是一个值得研究的课题。

      本文选取海岛旅游发展为研究对象，以珠海万山群岛为例，探索从基层政府职能视角出发，结合市场失灵理论、政府失灵理论和社会主义市场经济理论进行分析，认为政府可以通过履行职能促进旅游市场发展，从而促进旅游业的发展，进而推进当地经济、文化、社会发展。本文运用访谈法、比较分析法等研究方法，通过对基层政府在海岛旅游发展过程的履职存在的统筹发展力度不足、公共服务供给不足、营造市场环境不力、政府监管存在欠缺四方面问题及其原因进行剖析和总结，同时，借鉴马尔代夫、夏威夷、舟山群岛等国内外知名海岛的旅游发展经验，探索基层政府在职能范围内，如何能够更加有效的促进海岛旅游发展。论文得出的实证结论，一是政府的统筹规划是海岛旅游发展的导向，二是公共服务、基础设施配套是海岛旅游发展的基础，三是发挥有效市场作用是海岛旅游发展的动力，四是市场监管及生态、文化保护是海岛旅游可持续发展的保障。希望通过梳理总结万山群岛旅游发展中存在的问题及原因，进一步优化政府职能，为万山群岛今后的旅游发展提供建设性意义，并为其他地区海岛旅游发展，提供一定的参考借鉴意义。

In recent years, despite the impact of the COVID-19 pandemic and the international economic situation, the tourism industry has fallen into a downturn, but people's enthusiasm for tourism is still high, and the potential for tourism recovery is still huge. For some island areas, island tourism, as a pillar industry of local development, has effectively promoted the growth of local economy and the improvement of infrastructure, and properly solved the employment of local residents. Therefore, it is of great significance to study the development of island tourism for the economic, cultural and social development of island areas.

      Located at the mouth of the Pearl River, the Wanshan Islands have the resources and geographical conditions to develop into a world-class coastal tourism and leisure resort. However, at present, the tourism development of Wanshan Islands is still in the primary stage of sightseeing tourism, the overall popularity is not high, and there is a big gap between the degree of marketization, the level of tourism service management, and the total tourism income and the international island tourist resorts. According to the successful experience of island tourism development at home and abroad, the government plays an important role in the development of island tourism.

      This paper selects the island tourism development as the research object, taking Wanshan Islands in Zhuhai as an example to explore from the perspective of grass-roots government functions, Based on the analysis of market failure theory, government failure theory and socialist market economy theory, the author thinks that the government can promote the development of tourism market by performing its functions, thus promoting the development of tourism industry, and then promoting the local economic, cultural and social development. This paper uses interview, comparative analysis and other research methods, Through the analysis and summary of the four aspects of the grass-roots government's performance of duties in the island tourism development process, such as insufficient overall development, insufficient supply of public services, ineffective construction of market environment, and lack of government supervision, At the same time, learn from the Maldives, Hawaii, Zhoushan Islands and other well-known island tourism development experience, explore the grass-roots government within the scope of functions, how to more effectively promote the development of island tourism. The empirical conclusions are as follows: First, the government's overall planning is the orientation of island tourism development. Second, public services and infrastructure facilities are the basis of island tourism development. Third, effective market is the driving force of island tourism development. Fourth, market supervision and ecological and cultural protection are the guarantee of sustainable development of island tourism. It is hoped that by combing and summarizing the problems and reasons in the tourism development of Wanshan Islands, further optimize the government functions, provide constructive significance for the future tourism development of Wanshan Islands, and provide certain reference significance for the tourism development of islands in other regions.
