1945年6月30日至8月14日,中苏双方代表就苏联参加对日作战的条件问题进行谈判,然而此谈判是以1944年2月11日在雅尔塔会议上签订的《雅尔塔秘密协定》为基础的。在中苏谈判中,中国为满足苏联参加对日作战的条件,牺牲了国家的主权与利益。虽然谈判是在中国的国民党政府与苏联政府之间进行的,但是美国在其中起了至关重要的作用。从谈判开始到结束,美国一直密切关注着中苏谈判的进展情况,并通过各种渠道与国民政府保持紧密的联系。在谈判的过程中,美国一直试图施加自己的影响,使谈判朝着有利于自身利益的方向发展。在此谈判过程中,美国干预方式及其对苏联的态度,都随着战争形势的发展而变化:从一开始的幕后操作到后来的直接干预,从开始的说服中方让步到后来抵制苏联的要求。最初,美国干预中苏谈判的首要目的是促使苏联参加对日作战,尽快结束第二次世界大战。但随着战局的日益明朗化,对维护其战后远东利益的考虑,越来越成为美国干预中苏谈判的主要出发点。

From June 30 to August 14 in 1945, the representatives on behalf of the Soviet Union and china hold talks about the factors that the Soviet Union participated in the military operation toward Japan, but the negotiations was on the basis of the Yalta Secret Agreement on February 11 in 1944 in the signing of the Yalta meeting. During the negotiations , China lost the national sovereignty and interests for meeting the Soviet Union. to participate in the military operation toward Japan. While participating in the negotiations between China's National Government and the Soviet Union, the United States played a crucial role. From the start to the end of the negotiations, the United States had always paid close attention to the progress of the negotiations, and through various of channels the government of the United States kept in close touch with China.In the course of negotiations, the United States had been trying to exert their influence,so that the negotiations could go on toward the interests of direction of the U.S. government.And either in the way of interfereing with the negotiations or the attitude toward the Soviet Union, the attitude of U.S changed as the war and the development of the situation changed. From the beginning of the behind-the-scenes operation to the subsequent directed intervention, and from the beginning of concessions to persuade China to the Soviet Union to resist the requests, in which the United States had played an important role. The primary purpose of the U.S. intervention in the negotiations was to persuade the Soviet Union to participate in the military operation toward Japan, so that end the Second World War earlier, but the main intent is to protect its interests after the war in the Far East.
