乡村振兴战略,是我国为全面建成小康社会采取的重要举措,是为实现中华民族伟大复兴的中国梦提出的重要战略。人才振兴是乡村振兴的重要基础,乡村人才是人才振兴的关键支撑。人才振兴在五大振兴中占有关键地位,对产业、文化、生态、组织的振兴起着牵引作用。加强乡村振兴中人才的带动功能,是克服城市与农村之间发展不均衡的有力措施,能有效提高农业竞争力,适应农村现代化要求。一直以来,我国对乡村的发展都十分的关注,为乡村振兴、人才振兴制定了许多政策,提出了有效举措,其目的是在于解决农业农村问题,推动乡村发展。当前,国内研究学者对乡村人才发展进行了许多探索,但我国西南地区的乡村人才建设仍然存在诸多问题,乡村人才数量少、质量差、培育难、流失大等问题直接影响着乡村人才队伍的发展。为此,我们应当积极探寻,深入乡村,发现乡村人才队伍中最突出的问题和矛盾,找出深层次原因,提出行之有效的人才政策措施,不断完善各项机制,为乡村人才振兴创造条件,向乡村振兴战略提供有力的人才保障。 本文将四川省广安市B镇人才队伍作为调研对象,对乡村人才队伍建设的政策文件和国内外学者对乡村人才的研究现状进行收集学习、梳理分析。在此基础上,采用实地走访和问卷调查研究的方法,随机抽取B镇100名乡村人才进行走访研究,了解掌握B镇人才队伍建设现状,总结归纳出B镇人才队伍建设存在的突出问题,主要体现在乡村人才总量严重不足、结构分布不合理、乡村人才能力素质较低、乡村人才队伍建设工作滞后四个方面。结合人力资本理论、激励理论、新公共管理理论,深入分析产生问题的原因,一是当前城乡发展差距较大,乡村环境较差;二是人才意识不强,对乡村人才发展的重视程度不够,乡村人才自身内在动力不足;三是财政投入不够,培育人才措施少;四是人才管理不规范,配套政策机制不健全。最后,围绕新时期国家和农村对乡村人才的新要求,提出具有实践意义的对策建议,一是加大乡村人才引进力度,二是优化乡村人才结构类型,三是提升乡村人才能力素质,四是健全乡村人才工作体制。在乡村振兴战略背景下,要做好乡村人才队伍建设工作,积极培育各类乡村人才,吸引人才、培养人才、使用人才、服务人才,充分发挥人才引领作用,为乡村振兴提供人才保障,推动实现我国农业农村现代化。 |

The rural revitalization strategy is an important measure taken by China to complete the building of a moderately prosperous society in all respects and to realize the Chinese dream of national rejuvenation. Talent revitalization is an important foundation for rural revitalization, and rural talent is the key support for talent revitalization. Talent revitalization occupies a key position in the five major revitalization initiatives and plays a leading role in the revitalization of industries, culture, ecology and organizations. Strengthening the driving function of talents in rural revitalization is a powerful measure to overcome the imbalance between urban and rural development, and can effectively improve the competitiveness of agriculture and meet the requirements of rural modernization. China has always paid close attention to the development of rural areas, and formulated many policies and put forward effective measures for rural revitalization and talent revitalization. The purpose is to solve agricultural and rural problems and promote rural development. At present, domestic researchers have carried out a lot of exploration on rural talent development, but there are still many problems in rural talent construction in southwest China, such as the small number of rural talents, poor quality, difficult cultivation, large loss and other problems directly affect the development of rural talent team. Therefore, we should actively explore and go deep into rural areas, find out the most prominent problems and contradictions in the rural talent team, find out the deep-rooted reasons, put forward effective talent policies and measures, and constantly improve various mechanisms to create conditions for rural talent revitalization and provide a strong talent guarantee for the rural revitalization strategy. This paper B town rural talent team in Sichuan province as research object, the rural policy documents for the construction of talent team and scholars both at home and abroad to collect the research status of rural talent study, carding analysis, on this basis, adopt the method of field visit and questionnaire survey research, a random sample B town visiting study was conducted among 100 rural talent, Understand the current situation of talent team construction in B town, and sum up the outstanding problems existing in talent team construction in B town, which are mainly reflected in four aspects: the total amount of rural talents is seriously insufficient, the structure of distribution is unreasonable, the ability and quality of rural talents is low, and the construction of rural talent team lags behind. Combined with human capital theory, incentive theory, new public management theory, in-depth analysis of the causes of the problem, one is the current urban and rural development gap is large, the rural environment is poor; Second, the talent consciousness is not strong, the attention to rural talent development is not enough, the rural talent own internal motivation is insufficient; Third, the financial investment is not enough and the measures to cultivate talents are few; Fourth, talent management is not standardized, supporting policies and mechanisms are not sound. Finally, centering on the new requirements of the country and rural areas for rural talents in the new period, the paper puts forward practical countermeasures and suggestions, including strengthening the introduction of rural talents, optimizing the type of rural talent structure, improving the ability and quality of rural talents, and perfecting the working system of rural talents. In the context of the rural vitalization strategy, we need to do a good job in building the ranks of rural talents, actively cultivate all types of rural talents, attract, train, utilize and serve them, give full play to the leading role of talents, provide talent guarantee for rural vitalization, and promote the modernization of China's agriculture and rural areas. |
