本研究旨在了解北京和苏州地区国际教师专业能力的现状。由于中国的经济增长,许多来自 其他国家的人来到中国成为国际教师。国家教育部已经制定了外籍教师资格的基本政策,但 现行政策只要求具备在中国获得合法工作签证和许可的最低要求文件。最新的政策草案, 2020政策,建议教师在来中国任教之前应该有教师资格证,或者要求聘用学校为国际教师提供培训。本研究采用质性研究方法,访谈了 6 名外籍教师、2 名校长、1 名主管和 1 名中文教师。研究结果如下:在功能能力方面,部分学校的外教对部分功能能力的实施有一定的了解,而在认知能力方面,除了一位外教外,所有的外教都认为自己能够更新内容,并且能 够很好地在课堂上实施。在社交能力方面,受访的外籍教师以及校长和督导大多表示,沟通 在 他们的学校很重要。在自我能力方面,有外教表示可以接受如国际政策,学校政策的变 化,也有外教表示没有遇见发生重大变化的情况。同时,有校长、主管和中方教师表示外教 在 执行政策变化方面发生过拒绝配合学校的例子。

This research aims to find the reality of International teacher's professional competencies in Beijingand Suzhou. Due to China’s economic growth, many people from other countries come to China tobecome international teachers. The National Ministry of Educations has established basic policies for international teachers regarding qualifications, however, those existing polices require minimum documentation which only fulfill the requirements to obtain a legal work visa and permit in China. The most recent policy draft, 2020 Policy, suggests that teachers should have teaching credentials

before coming to teach in China or require the hiring school to provide teacher training to International Teachers. The research was conducted using Qualitative Research which included interviewing six international teachers, two principals, one supervisor and one Chinese teacher. The results for the research is as follows; regarding Functional Competence, international teachers in some schools have some understanding of how to implement on part of functional competence, regarding Recognition Competence, they all international teachers except for one felt that kept themselves updated on content and were able to implement it well in their lessons. Regarding Social competence, majority of international teachers interviewed as well as principals and supervisors say that communication is important in their school. Regarding Self Competence, revelaed mixed stories of either international teachers accepting these changes, haven't experienced significant changes, or principals, supervisors and Chinese teacher providing examples of international teachers refusing to cooperate with the school regarding changes of implementation. |
