近年来，由于自然灾害、事故灾难、公共卫生、社会安全等突发性事件的频发，打乱了我们原本的生活节奏，严重影响了人类的可持续发展，越来越多的学者开始关注于公共部门风险管理的研究，我国也相继出台了诸多公共部门风险管理政策。本文将以北大法宝中搜索的1949年-2019年中央和地方颁布的927条各类风险管理政策作为研究对象，通过文本分析的方法，将政策的发布时间、发布数量、发布部门、发布层级、时效性等作为基础指标，建立政策文本分析框架，探索政策的发展趋势。同时，根据政策文本涉及的风险管理机制，工作主体，保障主体，与应急管理的衔接等内容，建立政策内容的编码体系，从客观中立角度入手，将我国公共部门风险管理政策划分为萌芽阶段、发展阶段、加速阶段三个发展阶段，归纳总结不同阶段我国公共部门风险管理政策发展的时代属性及特点，发掘当前我国公共部门风险管理政策体系建设的成果与不足，为日后风险管理的发展提供相关建议。

In recent years, due to the frequent occurrence of natural disasters, accident disasters, public health, social security and other emergencies, our original rhythm of life has been disrupted and the sustainable development of human beings has been seriously affected. More and more scholars have begun to pay attention to the research of public sector risk management, and China has also issued many public sector risk management policies. This paper takes 927 kinds of risk management policies issued by the central and local governments from 1949 to 2019 as the research object. Through the method of text analysis, this paper establishes the policy text analysis framework and explores the development trend of policies by taking the release time, quantity, Department, level and timeliness as the basic indicators. At the same time, according to the content of risk management mechanism, work subject, guarantee subject, and connection with emergency management, the coding system of policy content is established. From the perspective of objective neutrality, the risk management policy of public sector in China is divided into three stages: germination stage, development stage and acceleration stage, and the public sector risk in different stages is summarized This paper explores the characteristics and characteristics of the development of management policies, and explores the achievements and deficiencies of the current public sector risk management policy system construction, and provides relevant suggestions for the future development of risk management.
