本研究以2023年3月23日美国国会就TikTok用户隐私和安全问题召开的听证会为例，探讨中国新媒体企业在海外市场的挑战与机遇，分析中美文化和政治背景下的生存、发展策略及话语权建设。围绕TikTok听证会案例开展文献研究、案例分析与总结归纳，揭示技术创新、国际合作与本土化策略、强化数据安全对于中国新媒体出海的重要性。本研究为中国新媒体企业的国际化提供理论指导与策略性建议，助其在国际舞台上更好地定位自己、把握机遇并应对挑战，进而在复杂的海外市场中生存、发展并有效提升国际话语权。

This study takes the hearing on TikTok user privacy and security issues held by the United States Congress on March 23, 2023, as a case to explore the challenges and opportunities faced by Chinese new media enterprises in overseas markets. It delves into the survival and growth strategies and discourse power construction against the backdrop of Sino-American cultural and political dynamics. Through literature review, case study, and synthesis centered on the TikTok hearing, the study underscores the significance of technological innovation, international collaboration, localization efforts, and data security enhancement in the global expansion of Chinese new media. It offers theoretical insights and strategic recommendations to assist Chinese new media firms in navigating the international arena, capitalizing on opportunities, and tackling challenges, thereby fostering survival, growth, and an elevated international presence.
