随着我国城镇化建设的不断发展,城市管理工作的要求也越来越高,全国多个地区为了适应发展的需要,都开展了城市管理综合执法改革的相关工作。2016年,北京市以石景山区为试点,进行“大城管”综合执法改革工作,A街道通过改革成立了“大城管”综合执法队,改革后的A街道“大城管”队伍,适应新环境、新形势和新要求,在条块管理不清、部门壁垒障碍和执法力量不足三个方面取得了一些成绩,但仍然存在一些问题。在此改革的关键时期,分析执法队存在的问题,研究问题背后的成因,为解决A街道“大城管”队伍存在的问题,更好的开展工作提出对策。继而为深化石景山区“大城管”综合执法改革工作提出一些可贡参考的改进建议。
本文依据整体性治理理论,综合运用问卷调查法、访谈法和个案研究法,以石景山区A街道综合执法队为例,从石景山区进行综合执法改革的历程开始入手,通过与国内其他进行城市管理改革的地区进行比较,阐述A街道执法队的发展情况。通过问卷调查对A街道进行实地调研,掌握了大量一手资料,以此为基础分析出A街道综合执法队存在以下问题:执法人员能综合素质有待提高,群众对城管执法工作不了解、不支持、不满意,执法人员处理举报问题效果较差,城市服务设施建设不到位。
通过一对一的形式对执法队中的城管执法工作人员进行访谈,主要以群众对执法工作不了解、不支持、不满意为问题的切入点,探讨A街道综合执法队在内部制度建设,思想认识建设以及办公设备建设以及服务设施建设四个方面的原因。在分析原因的此基础上,结合实际情况,针对发现的问题,对优化A街道执法队工作提出改进对策。

With the development of construction of urbanization in our country and increasingly higher requirement of urban management, many areas of the nation has carried out the relevant work concerning the reform of comprehensive law enforcement of urban management to adapt to the need of the development. In 2016, Beijing Municipal used Shijingshan District as the experimental unit to carry out the relevant work concerning the reform of “Massive Urban Management” comprehensive law enforcement. The comprehensive law enforcement team was built in A Block and the reformed team has achieved some accomplishments in tackling the problems such as the unclear administration by piece combination, the barriers between the different departments and understrength of law enforcement in line with the new environment, new situation and new requirement. However, there are still some problems existing. At the critical moment of the reform, the analysis of the existed problems of the law enforcement team and research on the reasons in the rear can offer the solution to tackling the problem and better carrying out the work, so as to provide the referable recommendations for improvement for the reform of “Massive Urban Management” comprehensive law enforcement.
In accordance with the theory of holistic governance, comprehensively applying to the questionnaire survey, interview and case study method, taking the comprehensive law enforcement team in A Block as the example, starting with the course of comprehensive law enforcement reform in Shijingshan District and comparing with the other domestic regions carrying out the comprehensive law enforcement reform, the paper elaborates the development situation of the comprehensive law enforcement team in A Block. The field research on A Block by the means of questionnaire survey, a large amount of primary data has been grasped, on the basis of which, the following problems pertaining to the problems of the comprehensive law enforcement team in A Block has been analyzed: the comprehensive quality of law enforcement personnel needs to be improved; the masses are blind to, unsupportive of and dissatisfied with the city administration work; the effect of dealing with the reported problems by law enforcement personnel is not satisfactory; the construction of city service facilities is unfulfilling.
Through the one-to—one interview with the law enforcement personnel of the enforce team and taking the problems which are unknown, unsupported and unsatisfied by the masses as entry point, the paper discusses the reasons caused by the construction of internal system, ideas and understanding, office equipment and service facility. On the basis of the analysis of the reasons, the paper proposes the improving measures to optimize the work of the law enforcement team in A Block by combining with the practical situation and aiming at the problems discovered.
