社会经济交流活动的密切引发了行政边界临近区域城市抱团发展的实践,喀什地区喀什市、疏附县、疏勒县、喀什经济开发区(一市两县一区)2011年起开始推进同城化发展。跨区域公共交通是同城化发展的关键要素,公共交通服务的“外溢化”和“无界化”决定了喀什地区一市两县一区这四个没有上下级隶属关系的政府间需要协作治理区域公共交通问题。喀什地区一市两县一区公共交通协作治理经过了沟通交流、专项合作、整体联动三个发展阶段,取得了一定成效的同时也存在诸多问题。本文基于SFIC协作治理模型,从参与基础、领导作用、制度设计、协作行为、治理结果五个维度构建了适宜衡量喀什地区一市两县一区公共交通协作治理效能的评价指标体系,对喀什地区一市两县一区公共交通协作治理效能进行了测量评价。 通过评价分析,喀什地区一市两县一区公共交通协作治理具有很好的共治基础,形成了必要机制,取得了一定成效,但未达公众心理预期。研究发现喀什地区一市两县一区公共交通协作治理机制上存在障碍,协作行为和治理效果是效能短板,协作治理中“虹吸”效应强于“涓滴”效应,找到了制约协作治理效能的一些原因。最后,本文针对制约原因,继续从SFIC理论的几个关键因素出发分析,从设计、组织、制度、互动和反馈五个方面探讨了提升协作治理能力的建议对策,提出通过优化协作治理框架设计、充分发挥领导作用、完善协作治理配套措施和制度、促进资源共建共享、注重协作治理成效考评追踪等提升公共交通协作治理效能,更好的服务喀什一市两县一区同城化发展。 |

Closer socio-economic exchanges have led to the practice of grouping cities in administrative border regions, and since 2011, Kashgar City, Shushi County, Shule County and the Kashgar Economic Development Zone in Kashgar region (one city, two counties and one district) have begun to promote crosstown development. Cross-regional public transport is a key element in the development of co-location, and the "spillover" and "borderlessness" of public transport services determine the need for collaboration between the four governments of Kashgar, which are not subordinate to each other, in the management of regional public transport issues. The collaborative governance of public transport in one city, two counties and one district in Kashgar region has gone through three stages of development: communication, special co-operation and overall linkage, and has achieved certain results, but there are also many problems. Based on the SFIC collaborative governance model, this paper constructs an evaluation index system suitable for measuring the effectiveness of collaborative governance of public transport in one city, two counties and one district in Kashgar region from five dimensions, namely, participation, leadership, system design, collaborative behaviours and governance results, and evaluates the effectiveness of collaborative governance of public transport in one city, two counties and one district in Kashgar region. Through the evaluation and analysis, it is generally said that the collaborative governance of public transport in one city, two counties and one district of Kashgar region has a very good basis for common governance, has formed the necessary mechanisms and has achieved certain results, but falls short of the public's psychological expectations. The study found that there are obstacles in the mechanism of collaborative governance of public transport in one city, two counties and one district in Kashgar, and that collaborative behaviours and governance effects are shortcomings in effectiveness, and that the "siphon" effect of collaborative governance is stronger than the "trickle-down" effect, and that some of the reasons for constraints on the effectiveness of collaborative governance have been identified. Finally, this paper continues to analyse the key factors of SFIC theory and discusses the countermeasures and suggestions for improving collaborative governance capacity from four aspects: design, organisation, system, interaction and feedback.It is proposed to enhance the effectiveness of collaborative governance of public transport through optimising the design of the collaborative governance framework, giving full play to the role of leadership, improving the supporting measures and systems of collaborative governance, promoting the sharing of resources and focusing on the evaluation and tracking of the effectiveness of collaborative governance, so as to better serve regional integration and development. |
