十八大提出，要严格落实党风廉政建设责任制；十八届三中全会提出，要加强反腐败体制机制创新和制度保障。落实党风廉政建设责任制，党委负主体责任，纪委负监督责任。贯彻落实党风廉政建设责任制，是促进干部清正、政府清廉、政治清明的关键，是深入推进反腐倡廉建设的重要制度保障。开展党风廉政建设责任制考核评价体系研究，是有效惩治和预防腐败的重要举措，是落实党风廉政建设责任制的有效手段，对于进一步推进党风廉政廉政建设和反腐败斗争具有重要意义。本文以优化基层党风廉政建设责任制考核评价体系为目的，利用笔者所从事纪检监察工作优势，通过分析数据和实地座谈方法，综合现有国内外文献资料， 从基础理论分析入手，以笔者所在区域为例，总结分析现状和存在问题，深入剖析存在原因，充分汲取平衡计分卡、360度绩效考评等先进考评方法理念，提出优化基层党风廉政建设责任制考核评价体系对策和建议。遵循科学性、均衡性、实用性和战略性优化原则，不断完善体制机制，创新方式方法，优化考核指标，强化结果运用，并最终将完善的考核评价体系运用到实际工作中，推动区域内党风廉政建设和反腐败工作的深入开展。本文共分为六个部分。第一部分主要介绍了选题背景和意义，研究思路和方法，对国内外研究现状进行了评述，总结了创新之处和努力方向。第二部分主要对党风廉政建设责任制考核评价体系进行理论分析，简述了基本概念和要素。第三部分主要以笔者所在区域为样本，系统介绍基本情况及考评框架。第四部分主要总结样本区域所存在的问题并深入剖析其原因。第五部分提出优化基层党风廉政建设责任制考核评价体系的对策和建议。第六部分对本文所进行的优化研究做出总结。

At the eighteenth congress of the communist party of China，our party put forward that we should strictly implement the responsibility system for the party organization's clean and honest party construction. At the Third Plenum of 18th CPC Central Committee，our party proposed the system guarantee of the anti-corruption system and mechanism innovation must be strengthen. For the implementation of the responsibility system for the party organization's clean and honest party construction，the Party Committee must be responsible for be the main body，and the discipline inspection commission for supervision. The implementation of the responsibility system for the party organization's clean and honest party construction ，is the key to promote the cadre’s clear and upright, to build clean government and political correctness, and is a very important systematic guarantee on the further promotion of the construction of anti-corruption. To carry out the research of the responsibility evaluation system for the party organization's clean and honest party construction，is an important measure to effectively punish and prevent corruption，is an effective measure to implement the responsibility system for the party organization's clean and honest party，and is significant in the construction of the party organization's clean and honest party and the fight against corruption.In this paper，the author will ，using his working area as an example, taking advantage of his experience with the discipline inspection work, through the analysis of data and on-the-spot discussion method, summarizing the analysis of current situation and existing problems, deeply analyzing the existing reasons, referring to the balanced scorecard theory and 360 degree performance evaluation theory ,put forward the countermeasures and suggestions to the optimizion of the responsibility evaluation system for the grass-roots party organization's clean and honest party construction. The optimizion of the responsibility evaluation system for the grass-roots party organization's clean and honest party construction should follow the principle of scientificity, proportionality, practical and strategic optimization. We should constantly improve the mechanism of the system, innovate methods, optimize the evaluation indicators, strengthen results applying, and will eventually apply the perfect evaluation system to the practical work, to promote the in-depth development of the party organization's clean and honest party construction and anti-corruption work.This paper is divided into six parts. The first part mainly introduces the background and significance of this selected topic，and the research status at home and abroad are reviewed, and summarizes the direction of innovation. The second part mainly discusses the theory analysis of the responsibility evaluation system for the grass-roots party organization's clean and honest party construction，and briefly describes the basic concepts and elements. The third part ，taking the author's working area as an sample, mainly systematically introduces the basic situation and evaluation framework. The fourth part mainly summarizes the existing problems in the sample area and explores the reasons. The fifth part put forward the countermeasures and suggestions to the optimizion of the responsibility evaluation system for the grass-roots party organization's clean and honest party construction. The sixth part is a summary of this paper.
