英语+母语的双语教育政策,一直以来是新加坡中小学教育的基石。人口比例占新加坡总人口75%的华人的华文母语教育,因为英文的强势地位,几乎沦落到了退无可退的境遇。虽然新加坡政府也采取了一系列旨在提高华文水平的措施,但明显收效甚微。新加坡的华文教育虽然是第二语的单科教学,但依然属于特殊的母语教育,承担着传承华族优秀文化的重任。因而,新加坡小学华文教育的载体——小学华文教材的编选至关重要。长期以来,由于教材编写团队对儿童母语教育的研究不够深入,对儿童的阅读能力和审美能力的轻视,导致小学华文教材的选文太过于“短小轻薄”,根本无法满足儿童的母语学习需要,人为地压抑了儿童母语潜能的激活。笔者对新加坡小学高级华文教材《欢乐伙伴》(一至四年级)中的儿童文学选文,进行了细致的梳理、统计并对教材选文的改编等问题进行了详细分析。全面考察和梳理、分析该套教材的儿童文学选文之后发现,《欢乐伙伴》的选文,明显存在诸如体裁分布不均衡、“教材体”选文比例过高、无法达到“文质兼美”的课程要求等问题。如此,笔者认为要构建真正意义上符合新加坡小学华文教材的儿童文学选文的体系,最根本的是需要与儿童文化相契合,以此激活儿童学习母语的潜能。在此基础上,笔者提出选文要遵循儿童性、经典性、趣味性的三大原则的建议。

Bilingualism in terms of Chinese and English forms the foundation of primary and secondary school education in Singapore. Nevertheless, due to the prevalent use of English in society, mother tongue education has been overlooked severely even though Chinese ethics constitutes 75% of the total population. Although the Singapore government has come up with strategies to improve the Chinese skills of students, little effects have been seen. Chinese is taught as a second language currently, however, it is still considered as paramount as it carries the Chinese heritage. Therefore, the compile of primary school Chinese textbook becomes especially crucial. For a long time, the selected readings in the Chinese textbook are rather shallow due to the lack of research effort and the overlooking of children’s comprehension and aesthetic abilities. As such, it cannot satisfy children’s need with regard to mother tongue education, and has subsequently suppressed children’s potential in related fields. The author has selected a few readings from Singapore’s primary school higher Chinese textbook “Happy Companion” (grade one to four), and analyzed the content in detail. Issues on recompilation are also looked into. After the comprehensive analysis of the above-mentioned materials, the author has found out that readings selected in “Happy Companion” are of unbalanced literature types, and many of them are modified adversely for educational purposes. Hence, they are unable to meet the requirement of accomplishing in both form and content. Overall, the author opines that in order to develop a Chinese textbook reading material selection system that suits the requirement of primary school Chinese education in Singapore, the compatibility of readings with children’s interest and behavior shall become the primary consideration as doing so can unleash children’s potential. Building up on that, with regards to the selection of articles, the author suggests to follow the principle of being classic, fun and suitable for children.
