干部晋升的内在规律一直是学者们研究的重点，许多学者都曾对地方领导干部晋升的路径进行过学术探索。毋庸置疑的是，上级政府在选拔任用领导干部的过程中，对地方干部的考察是有局限性的，地方主政领导干部属于省管干部，省级政府在考察干部的过程中，很难了解观察干部工作的全部过程，因此会通过一些信号，来了解领导干部的治理能力、政治忠诚度等方面的情况，而经济指标恰恰就是一个重要的信号。过去一段时间，“唯GDP论英雄”的观念还十分盛行，但随着社会发展理念的进一步更新，2012年，在中国共产党第十八次全国代表大会上，提出了“五位一体”发展体系，即经济、政治、文化、社会、生态文明同步发展，对地方干部的政绩的评定因素也不再仅仅集中于经济指标一个方面。

而全国文明城市这一荣誉称号，近年来成为许多城市积极争取的一个荣誉称号。全国文明城市的测评体系内容全面丰富，涵盖了城市综合发展的各个方面，涉及与民生息息相关的诸多领域，测评过程公正透明，全部采取第三方测评人员打分，已经成为具有较高含金量的城市名片。

本研究将第四届、第五届参评全国文明城市荣誉称号的城市（地级市）作为研究对象，通过查阅这些城市市委书记、市长的个人简历和晋升情况，探究地方干部晋升的影响因素。结果显示，获得全国文明城市这一项荣誉称号对地方主政官员——市委书记和市长的晋升，有正向影响，并且对市长的影响会比对市委书记更显著；而年龄的增长和任期的延长对市委书记和市长的晋升有负向影响；市委书记和市长的职务类别、学历和任职经历对其晋升的影响不显著。从一定程度上对地方领导干部的晋升缘由进行了解释。

In recent years, the honorary title of national civilized City has become an honorary title that cities constantly strive to obtain. The evaluation system of civilized cities in China is rich, covering all aspects of urban development. The evaluation process is fair and transparent, and all the scores are scored by third-party evaluators. It has become a city name card with high gold content.

This study takes the cities (prefecture-level cities) that participated in the fourth and fifth national Civilized Cities as the research objects, and explores the influencing factors for the promotion of local officials by reviewing the personal resumes and promotions of the municipal party secretaries and mayors of these cities. The results show that the honorary title of national civilized city has a positive influence on the promotion of municipal secretary and mayor, and the influence of mayor is stronger than that of municipal secretary. Age and tenure have a negative impact on the promotion of party secretary and mayor; The position type, educational background and working experience of the party secretary and mayor have no significant influence on their promotion. To some extent, the reasons for the promotion of local leading cadres are explained.
