欧美国家在城市化和工业化过程中，为应对城市产业结构调整和城市蔓延的趋势，提出了棕地开发。目前，经过不断实践探索，棕地开发已经在经济支撑、法律保障、建设规划等方面取得了理论和实践性的研究成果。然而，“棕地”一词在我国学术界研究还相对陌生。近年来，随着城市产业结构的调整和建设面积大规模的蔓延，我国城市土地出现了两种相对矛盾的现象。一方面，城市内部大量的土地被废弃、闲置、低效率使用；另一方面，建设用地又在不断蚕食城市外部的大量耕地。针对人口急剧增长对土地资源大量需求和土地有限供给之间的矛盾，充分利用棕地并使其能够在区域经济发展中得到可持续的循环利用，已成为每个正处在工业化、城市化快速发展阶段国家急需解决的问题。我国不仅具有人多地少，城市土地资源稀缺有限的国情劣势，而且城市产业发展和土地开发利用受计划经济时代影响造成的城市内部产业布局不合理、土地资源严重浪费的现象已经越来越突出。借鉴国外棕地开发的成功经验，对我国棕地进行开发有着非常重要的意义。基于此，论文进行了如下相关的研究：第一，对我国棕地开发的现状从开发的诱因、面临的困境和开发后的收益三方面进行深入分析。论文从当前快速城市化过程中，城市大规模建设对土地资源的大量需求、产业结构“退二进三”的调整、城市内部土地闲置现象严重等方面分析我国棕地开发的诱因。我国目前的经济发展水平、土地利用政策、开发后产业的重新选择以及治理修复棕地的风险都将是棕地开发的重要影响因素。与此同时，棕地开发不仅可以减轻城市发展对绿地蚕食的压力，改善棕地的生态环境，而且通过改变其“脏乱差”的形象，可以使棕地从衰落走向复兴，进而带动周边地区土地的价值。第二，对棕地开发的主要影响因素如产业结构调整和城市蔓延等进行了深入分析。通过对政府官员和专家学者的访谈，论文选择对棕地开发影响最主要的产业结构调整和城市蔓延进行研究，结果表明产业结构调整、城市蔓延和棕地开发之间存在着相关促进和引导的关系，产业结构调整可以促进棕地的生产功能和承载能力的转变，棕地开发可以促进产业结构的提升和优化，城市蔓延导致棕地的大量出现，棕地开发可以减缓城市蔓延。第三，提出了棕地开发的评估体系，总结了棕地开发循环利用的一般规律。借鉴可持续发展指标体系、土地集约利用指标体系等相关研究成果，结合棕地开发过程中的各种影响因素，利用资源环境学、经济学、风险学、土地学等相关学科的知识，从风险评价、利用效率、经济投入、综合效益四大系统，制订了详细的、有代表性的评估体系。尽管由于数据资料的难获得性，指标体系未能在案例研究中得到全面的应用和检验，但可以在未来棕地开发的评估中起到一定的借鉴作用，这两方面的研究也是论文的主要创新点。第四，在对国内外棕地开发成功案例剖析的基础上，以首钢棕地开发为例，进行了深入的研究。文章考察了德国鲁尔工业区、沈阳铁西区、北京798艺术区等国内外棕地开发著名的成功案例，在此基础上，对国家《首钢工业区改造规划》作了初步评价。第五，提出了棕地开发的对策和建议。在对全文综合分析的基础上，针对我国特有的国情以及所处的经济发展阶段，从治理、开发、规划、法律保障等方面，提出了目前我国棕地开发的相关对策和建议。

In the process of development of urbanization and industrialization, Europe and the United States have put forward the concept of the development of brownfield to meet urban industrial restructure and urban sprawl and have get the achievement continually in the theoretical and practical research. The concept of “Brownfield” in the developed countries, has long been well known, but it is relatively unknown in the academic research in China.In recent years, with the adjustment of industrial structure and the large-scale sprawl of urban construction land, there were two relatively contradictory phenomena in China. On the one hand, large land within the city was abandoned, idle and in low efficiency; on the other hand, a lot of cultivated land outside the city is being eroded by construction land. Facing the contradiction between rapid population growth for large land demand and the limited land supply, make full use of brownfield and make it sustainable and recycling in the course of regional economic development, which has become a problem and is needed to be solve for the countries in the stage of industrialization and rapid urbanization development. China not only has the conditions of densely populated and limited land resources, but also the phenomenon that unreasonable industrial distribution and a serious waste of land resources caused by the planned economy era is becoming increasingly prominent. So it is very important for our country that learning from the foreign experience of the successful brownfield development. Based on these, the paper carries out the research as follows:First, make a deep analysis of the brownfield development from three aspects of the motivation, plights and the profits. The paper analyzes the reasons of brownfield development from the large-scale construction for large land demand; the adjustment of industrial structure and serious idle land within urban areas. The current level of economic development, the policy of land use, the re-selection of industry and the risk of management and repairment are the main factors of brownfield development in China. At the same time, brownfield development not only can reduce the pressure on Greenfield, improve the ecological environment of brownfield; but also can make brownfield revivification and the land around the brownfield increase in value from changing the bad image.Secondly, analyzing the two mian influence factors, the adjustment of industrial structure and urban sprawl. According to the interviews to government officials and experts, the paper chooses two important factors to study which are the adjustment of industrial structure and the urban sprawl. The result indicates that it exists relatively promoting and inducing relations between two factors and the brownfield development. The adjustment of industrial structure could improve the function of producing of brownfield and the ability of bearing. The brownfield development can also promote and optimize the industrial structure. And the urban sprawl can stimulate the brownfield development which also can weaken the urban sprawl.Third, proposing the system of assessment on the development of brown-field and summarizing the general rules of recycling use of brownfield. In order to develop a detailed and representative evaluation system from four parts which are the evaluation of risks, the efficiency of resource use, the investment of economy, and the capacity of bearing of resource, the paper combines each affecting factors in the process of the brownfield development in view of the index system of sustainable development and make use of the knowledge of sciences of resource and environment, economy, risk and lands and so on. Even the system of indexes has not been tested in the realistic on the reason of the data materials hard to attained, but it also could make a contribution to the evaluation of the brownfield development. Therefore, these two aspects are also the main innovations of the paper.Fourth, making a exploratory research with the example of the brownfield development of Shougang on the basic of the successful studies in the domestic and foreign. In order to attain the valuable experiences, the paper chooses famous cases such as Germany's Ruhr industrial area, Shenyang West District, Beijing 798 Art District and so on, to conduct deepen analysis and assessment. In the example of Shougang, the paper tentatively puts forward some relative suggestions and measures combining with the present planning of the reconstruction of industrial area of Shougang.Fifth, providing the relative polices and suggestions on the brownfield development. In view of the foreign polices and suggestions of the development of brownfield, and on the basic of the comprehensive analysis, the paper proposes a series of relevant measures and suggestions of the brownfield development from such parts as treatment, exploring, planning and the guarantee of laws on the special situation and the level of the development of economy in China.
