文化，是广泛存在于人类社会活动的特有形式，是人的本质力量的体现。对于一个人、一个集体、一个组织，乃至一个政党、一个民族、一个国家而言，文化都具有强大的精神引领作用，指引着人们在认识世界、改造世界的过程中将其转化为推动社会发展的物质力量。政党文化，是一个政党在长期的政治实践过程中所创造形成的特有的文化形态，广泛存在于政党的价值体系和运行管理的方方面面，深深融入于广大政党成员的价值观念和行为习惯之中，是全党上下思想认同、价值认同、行为认同的精神文化基础，可谓是组织建构的“稳定剂”、群体凝聚的“粘合剂”、党员培养的“催化剂”和社会运行的“润滑剂”，对政党的建设具有最深远、最广泛、最持久的影响。政党建设既要“塑形”，更要“铸魂”，政党文化建设正是政党的组织意识、组织心理和组织力量的建构过程，是政党灵魂的塑造工程。面向新时代新征程，加强中国共产党政党文化建设是新时代全面提升党的建设水平的重要课题，是以文化建设的新视角提升党的执政能力水平的新思路和新路径。开展好中国共产党政党文化建设研究是深化党的建设伟大工程的必由之路，是巩固塑造先进政党形象的基础工作，是深化党建规律认识、推进党建理论创新的理论要求，是凝聚力量推进伟大事业的坚实保障。
       首先，本文第一章着力阐明中国共产党政党文化的理论内涵。政党文化是涉及政治和文化的复合性概念，具有丰富的内涵和外延。广义而言，政党文化是政党在长期的政治实践过程中所创造的物质财富和精神财富的总和。狭义而言，政党文化是政党在长期的政治实践过程中所创造形成的，在党组织和成员中具有普遍性的基于意识形态、价值观念、制度规范和行为作风的价值系统及由此决定的政党形象，是政党精神要素的总和。政党文化与政治文化、组织文化、党内文化等有着密切联系，但在内涵界定、外延范畴和具体语境也各有差异。政党文化主要包括政党指导思想、政党价值体系、政党运行规范、政党行为作风四个层面的构成要素，并广泛渗透于政党组织、政党个体、社会群体等不同载体之中。政党文化的不同要素相互联系和影响作用，并受到各种外部因素的综合影响，产生出正向运行或反向运行趋势，形成了一套政党文化的复杂运行体系。
       中国共产党政党文化，是党在马克思主义指导下，在党的革命、建设和改革历程中创造形成的，在党内倡导并为广大党员普遍接受的集合了思想观念、价值体系、制度规范、行为准则、组织心理的价值系统及由此决定的政党形象。其依托于中国共产党这一政治主体，源出于党的百年奋斗实践，根植于历史悠久的中华文明和中国社会。中国共产党政党文化建设主要包括了思想理论体系建设、价值体系建设、制度规范体系建设和党风政风建设，以及对于党员教育、组织管理、宣传引导、文化环境等政党文化传播转化路径的建设。政党文化建设体现了中国共产党“文化强党”的内在要求，在党的建设中具有引领性、贯通性、基础性的作用，为党的其他建设提供深层次、观念性、机理性的支撑，共同形成党的建设新的伟大工程的强大合力。
       其次，本文第二章全面梳理建党以来至新时代前的中国共产党政党文化建设的历史过程，第三章则重点梳理新时代以来中国共产党政党文化建设的历史性成就和历史性变革。中国共产党建立后，经过中国革命和建设的洗礼，推动政党文化实现了从无到有、由小到大、由弱到强的伟大转变，实现了在新时期良好的开端。十一届三中全会后，政党文化逐步完成了由“文革”时期以阶级斗争为中心的历史条件下的政党文化向以经济建设为中心的历史条件下的政党文化的历史过渡，逐步完成了由相对单一、刚性和运动式的政党文化建设向更加系统、柔性和制度化的政党文化建设的历史转变。党的十八大以来，政党文化建设实现了突破性的创新发展，呈现出更强的理论性、系统性、整体性和长效性的建设特征，实现了在理论和实践上重大飞跃，取得了全方位、历史性、开创性成就，初步形成了涵盖党的各方面建设、更加系统完备、更加成熟定型的政党文化建设体系，政党文化自觉自信不断增强，为新时代党的建设和各项事业发展提供了强大的精神动力。
       再次，本文第四章深入分析中国共产党政党文化建设的历史经验，充分认识当前深入推进好政党文化建设所面临的形势挑战和问题不足。中国共产党政党文化建设的实践充分证明，深化思想价值体系建构是其根本基础；推进体系化建设是其重要路径；发挥文化主体作用是其关键支点；汲取优秀文化精华是其活力源泉；始终适应时代需要是其内在动力。同时，面向新时代，政党文化建设还面临着世界百年未有之大变局的时代挑战、中华民族伟大复兴战略全局的使命要求、百年大党必须解决的独有难题的执政考验等新形势和新挑战。要深入推进好新时代政党文化建设，需着力分析和解决当前存在的一些问题不足，包括政党文化建设体系的运行效能有待进一步激活；政党文化主体的转化效能有待进一步增强；党内长期存在的不良文化仍需进一步改进；政党文化的对外传播效能有待进一步提升。
       最后，本文第五章着力提出新时代全面推进中国共产党政党文化建设的实施路径。面向新时代新征程，必须将新时代政党文化建设作为党的建设的深层次、基础性建设，科学回答好“为谁建设、建设什么、怎么建设”等一系列重要问题。要加强政党文化建设的顶层设计，提升政党文化的指引力；要激发政党文化建设的实践体系，提升政党文化的执行力；深化政党文化建设的规范体系，提升政党文化的约束力；创新政党文化建设的传播体系，提升政党文化的感召力；增强政党文化建设的净化体系，提升政党文化的自洁力；提升政党文化建设的发展体系，提升政党文化的创新力，从各方面入手体系化构建起新时代政党文化建设格局的“四梁八柱”，有效形成对新时代政党文化的系统性支撑和整体性建构，为新时代党的建设新的伟大工程贡献源源不断的精神活水。

       Culture is a unique form that widely exists in human social activities, reflecting the essential strengths of human beings. For a person, a collective, an organization, even a political party, a nation and a country, culture plays a significant role in providing spiritual guidance, guiding people to transform it into a material force for social development in the process of understanding and transforming the world. Political party culture is a unique cultural form created and formed by a political party over its long-term political practice. It permeates all aspects of the party's value system and operational management, deeply embedded in the values and behavioral norms of the majority of party members, and serves as the spiritual and cultural foundation for the ideological, value, and behavioral identity of the entire party. It can be described as a "stabilizer" for organizational construction, an "adhesive" for group cohesion, a "catalyst" for party member cultivation, and a "lubricant" for social operation, having the most profound, extensive, and lasting impact on the construction of political parties. The construction of political parties not only needs to "shape", but also needs to "cast the soul". The construction of political party culture is the construction process of the organizational consciousness, organizational psychology and organizational strength of political parties, and is the shaping project of the soul of political parties. Facing the new era and new journey, enhancing the political party cultural construction of the Communist Party of China (CPC) is an important issue to comprehensively improve the level of Party building in the new era, and a new way to improve the level of governance capability of the Party from the new perspective of cultural construction. It is the only way to deepen the great project of Party building, the basic work to consolidate and shape the image of advanced Party, the theoretical requirement to deepen the understanding of the laws of Party building and promote the theoretical innovation of Party building, and the solid guarantee to gather strength to promote the great cause to carry out a good study on the construction of the political party culture of the CPC.

       First of all, the first chapter focuses on clarifying the theoretical connotation of the political party culture of the CPC. Political party culture, a multifaceted concept encompassing both political and cultural dimensions, boasts a rich tapestry of connotations and extensions. In a broad sense, political party culture is the sum of material and spiritual wealth created by political parties in the long-term political practice. In a narrow sense, political party culture is a value system based on ideology, values, institutional norms and behavior styles, which is created and formed by political parties in the long-term political practice and has universality among Party organizations and members, as well as the image of political parties determined by it, which is the sum of the spiritual elements of political parties. Political party culture is closely related to political culture, organizational culture and inner-party culture, yet there are also differences in connotation definition, extension category and specific context. Political party culture mainly includes four levels of elements: the party's guiding ideology, value system, operational norms, and behavioral style, which are widely penetrated into different carriers such as party organizations, individual party members and social groups. The different elements of political party culture are interrelated and influence each other, and are comprehensively affected by various external factors, leading to either positive or negative trends, forming a complex operation system of political party culture.

       The political party culture of the CPC is created and formed in the process of the Party's revolution, construction and reform under the guidance of Marxism, and is a value system based on integrates ideas, value systems, institutional norms, codes of conduct and organizational psychology, and the image of the Party determined by it, which is advocated within the Party and generally accepted by the majority of party members. It relies on the political subject of the CPC, originates from the Party's century-old struggle practice, and is deeply rooted in the Chinese civilization and society with a long history. The construction of the political party culture of the CPC mainly includes the development of ideological and theoretical system, the establishment of value system, the formation of institutional system norms and the cultivation of party style and political conduct, as well as the development of the path of political party culture dissemination and transformation, such as party members education, organizational management, publicity and guidance, and cultural environment. The construction of political party culture embodies the inherent requirement of the CPC to "strengthen the Party through culture", plays a leading, coherent and fundamental role in the Party building, provides deep-seated, conceptual and mechanistic support for other aspects of Party building, and jointly forms a strong joint force for the new great project of Party building.

       Secondly, the second chapter comprehensively reviews the journey of the CPC's political party culture construction since its founding to the new era , while the third chapter focuses on reviewing the historical achievements and changes in the construction of the CPC's political party culture since the new era. Since the establishment of the CPC, through the baptism of Chinese revolution and construction, the Party has promoted the great transformation of political party culture from scratch, from small to large, from weak to strong, and achieved a promising start in the new era. After the Third Plenary Session of the 11th Central Committee of the CPC, the political party culture has gradually completed the historical transition from the party culture centered on class struggle during the "Cultural Revolution" to one centered on economic construction, and has gradually completed the historical transformation from the relatively single, rigid and movement-style party culture construction to the more systematic, flexible and institutionalized party culture construction. Since the 18th National Congress of the CPC, the CPC's political party culture construction has achieved breakthrough innovation and development, and has exhibited stronger theoretical, systematic, holistic and long-term construction characteristics, achieving a significant new leap in both theoretical and practical aspects, and yielding comprehensive, historic and innovative achievements. A more systematic, complete and mature system of the Party culture construction covering all aspects of the Party building has been initially established, and the self-awareness and confidence of the Party culture has been continuously enhanced, which provides a robust spiritual impetus for the Party building and the advancement of various undertakings in the new era.

       Thirdly, the fourth chapter deeply analyzes the historical experience of the CPC's political party culture construction, and fully understands the challenges and problems faced by the current in-depth promotion of party culture construction. The practice of the CPC's political party culture construction has fully proved that deepening the construction of the ideological value system is its fundamental foundation; promoting systematic construction is its important path; giving full play to the role of cultural subjects is its key fulcrum; absorbing the essence of excellent culture is its vital source; and always adapting to the needs of the ever-changing times is its internal driving force. At the same time, facing the new era, the construction of political party culture is also facing new situations and challenges, such as the global changes of a magnitude not seen in a century, the mission requirements of the strategy of the great rejuvenation of the Chinese nation, and the governance test of the special challenges that a century-old large party of the CPC must solve. And to further promote the political party culture construction in the new era, there are still some issues and deficiencies that need to be analyzed and solved, such as the operation efficiency of the construction system of political party culture needs to be further activated, the transformation efficiency of the party culture subjects needs to be further enhanced, the persistent adverse culture within the party still needs to be further improved, and the external communication efficiency of political party culture needs to be further improved.

       Finally, the fifth chapter focuses on proposing the implementation path of comprehensively promoting the construction of the CPC's political party culture in the new era. Facing the new journey of the new era, we must regard the construction of the political party culture in the new era as the deep-seated and basic aspect of the Party building, and provide scientific answers to a series of important questions such as "for whom to build, what to build and how to build". It is necessary to strengthen the top-level design of the construction of political party to enhance its guiding force; stimulate the practice system of the construction of political party culture to boost its executive power; deepen the normative system of the construction of political party culture to bolster its binding force; innovate the communication system of the construction of political party culture to elevate its appeal; strengthen the purification system of the construction of political party culture to bolster its self-cleansing ability; enhance the development system of the construction of political party culture to boost its innovation capacity, and systematically build the "pertinent institutional framework" of the pattern of political party culture construction in the new era from all aspects, effectively forming the systematic support and overall construction of political party culture in the new era, thereby contributing an steady stream of spiritual sustenance to the great new project of Party building in the new era.
