近年来，现代远程教育在中国的发展速度很快，但在规模急剧扩大的过程中，呈现出了很多问题，其中许多问题的成因是由于远程教育机构在成立初期缺乏科学的系统设计。为使中国的现代远程教育今后能够更好的发展下去，现阶段迫切需要有一种科学的的现代远程教育系统设计模式为远程教育行业的管理者提供指导。 本论文通过对发展过程中的问题成因进行分析，运用文献研究、定性研究、行动研究等研究方法，以远程教育理论、系统化教学设计理论作为理论基础，对现代远程教育系统的设计模式进行了深入研究。首先，介绍了现代远程教育系统的总体设计流程。然后，对现代远程教育系统的结构进行了改进，改进后的系统结构由5个子系统构成：管理子系统、质量保证子系统、课程子系统、学生支持子系统和技术支撑子系统。这5个子系统相互影响、相互作用，是密不可分的一个整体。由于每个子系统都有各自的任务和要解决的问题，因此本论文又针对每个子系统的设计进行了较为详细的论述，主要包括介绍子系统的主要任务、设计原则和设计步骤。 论文中最终得出的现代远程教育系统设计模式在东北财经大学网络教育学院的系统完善实践中得以验证，这种设计模式可为系统地、科学地规划远程教育机构提供理论依据，可供高校网络教育学院的管理者们参考使用。

In recent years, modern distance education has been undergoing rapid growth in China, whereas many problems were induced due to the lack of systematic design based on appropriate methodology during its foundation. For the sustainable development of distance education in the future of China, it is urgent to have a sound and feasible model of designing modern distance education system as an instruction for the administration. The goal of this thesis is to research how to design a modern distance education system and then to improve its framework through the investigation of possible causes of the problems that appeared during its expansion. The theory of distance education and systematic instructional design was used as the base of its methodology and meanwhile a series of research methods were employed, such as literature investigation, qualitative research and action research. The improved distance system includes mainly five subsystems: management, quality-assurance, lecture, student-support, and technique-support subsystem. These five subsystems integrate into a closely linked and strongly interacted structure, with their specific tasks and questions to solve. This thesis is to thoroughly assess the main tasks of each subsystem and the relevant principle and method for the design. The model of designing modern distance education system in this thesis has been proved to be feasible during the reformation of Edufe. This model can provide a theoretical base for the systematic plan of distance education institutes as a potential reference for the administration.
