当前,伴随我国高等教育事业的快速发展,高校的基本建设现状(不论是建筑面积还是建设标准)与教学科研和生活的现实需要之间的矛盾也日益突出。建设新的大学园区成为高校解决供需矛盾、拓展发展空间的一个重要途径。而选择什么样的建设项目管理模式作为建设新校区的一个重要环节,尤为值得研究。在新校区的建设过程中,过去那种由国家独立承担高等教育建设费用的方式已经不能满足现实的需要,如果没有社会资金的注入,很难缓解教育建设经费严重不足的问题。随着高等教育发展带来的利益空间日益扩大,新校区的投资主体呈现出多元化发展的趋势,反映在新校区建设的管理模式上也表现出多元化的选择。选择什么样的建设管理模式,成为投资方、学校等利益相关方的关注点。本文通过搜集整理相关文献和理论,综合了大学新校区建设、非经营性公共投资项目研究、建设项目管理技术研究和经济学及公共管理等理论成果,比较研究建筑行业的自行管理模式和外包管理模式的优点、弊端并进行相应的理论分析,结合大学建设管理的现状和大学新校区建设项目自身的特点,提出了大学新校区建设的管理模式应当采取多元化(自管和外包相结合)的管理模式。本文还应用调查问卷和访谈的方法,为这一适宜大学新校区建设的管理模式给予了实证支持。本文所作的研究力求在创新和丰富大学基建管理理论上做出有益尝试,同时也希望对新校区建设节约资金,提高效率,有效推进建设进程起到一定的现实作用和实践价值。

At present, with the rapid development of higher education in China, the conflict between the infrastructure status of University (Regardless of the construction size or building standards),and the teaching and research, the actual needs of living has become more prominent. To resolve the conflict between the supply and demand, and expand space for development, the construction of the new University Campus becomes an important way. Therefore, choosing the model of construction project management, as an important link for the construction of the new campus, is particularly worthy of study. During the process of building the new campus, the method of bearing the cost of higher education building by the state itself, which has been used in the past, is unable to meet real needs. If there is no social capital to be invested, it is difficult to ease the serious shortage of education funding for construction. With the increasing expansion of the interest space brought about by the development of higher education, the investment of the new campus presented a diversity trend, reflected on the model of construction management of the new campus also showed a wide range of choices. To choose what kind of model of construction management, is the focus, which mostly concerned by investors, schools and other interest related side.This paper, collected and collated the relevant literature and theory; Integrated the construction of the new campus, Non-operating Public Investment Projects Study, Construction Project Management Technology Study, Economics, Public Management, and other theoretical results; Comparative studied the construction industry self-management model, with the advantages, defects of outsourcing management and made the corresponding theoretical analysis; Combined with the present status of the construction management of university and the characteristics of the new university campus construction projects, proposed the construction management of the new campus should take diversification (the combination of outsourcing and integration) model. It also applied the questionnaire and interview methods, providing positive support for this suitable management model of the new campus construction. The study in this paper, seeking to make a useful attempt for enriching and innovating in the University Infrastructure Management Theory, also hope to play a certain role and obtain practical value on saving the new campus building capital, improving efficiency, effectively promoting the building process.
