习近平总书记曾强调“要充实一线扶贫工作队伍,发挥贫困村第一书记和驻村工作队作用,在实战中培养锻炼干部,打造一支能征善战的干部队伍”。在中共中央办公厅2021年印发的《关于向重点乡村持续选派驻村第一书记和工作队的意见》中要求,选派驻村第一书记和工作队作为打赢脱贫攻坚战的重要经验和重要做法,要对这一工作机制进行总结,并根据实际情况进行进一步运用。 本文通过史密斯政策执行理论模型,以贵州省C县J乡与驻J乡的第一书记为案例对象开展分析,从政策本身、政策执行主体(驻村第一书记)、政策目标群体、政策环境四方面入手,研究有关政策本身是否合理、驻村第一书记是否胜任、广大村民态度是否积极、政策环境是否健全。在研究中发现历任众多驻村第一书记工作过程中发现存在诸多共同问题:一是当地工具性政策虽然全面,但是规划性政策内容和制定过程和不科学;二是驻村第一书记在日常工作中基本做到履职尽责,但既缺乏规划意识也存在特殊政策依赖心理;三是村民虽在帮扶下提高了收入水平,但“贫困化”一时还难以根除;四是政策执行环境在主客观因素的叠加下,同样对驻村第一书记政策执行产生制约和负面影响。本文认为,要巩固拓展脱贫攻坚成果同乡村振兴有效衔接的过渡时期继续发挥驻村第一书记这一工作机制的优势可以采取针对性应对措施,一是确保各类政策,特别是规划性政策制定中的科学性和延续性;二是要完善驻村第一书记选派任用机制并明确赋权定责,确保人岗适应,且工作后顾无忧;三是改造贫困文化,聚焦培育当地村民内生发展动力和能力;四是进一步培育基层政策执行的环境基础,拓宽收入来源,提升村“两委”开展工作能力。通过各方面工作,在推动广大驻村第一书记群体持之以恒地做好村庄各项事务的同时,进一步提升处理加强外部帮扶与激发内生动力的关系,形成整体合力,切实做好巩固拓展脱贫攻坚成果同乡村振兴有效衔接工作,坚决守住不发生规模性返贫底线。

General Secretary Xi Jinping once emphasized that "we should enrich the front-line poverty alleviation team, give full play to the role of the first secretary of poor villages and the village team, train and train cadres in actual combat, and build a cadre team that can fight well".In the Opinions on the Continuous Appointment of the First Secretary and Task Force in Key Villages issued by the General Office of the Central Committee of the Communist Party of China in 2021, it is required that the appointment of the First Secretary and Task Force in Villages should be taken as an important experience and practice to win the battle against poverty, and that this working mechanism should be summarized and further applied according to the actual situation.

Based On Smith's policy implementation theory model, this paper takes J Township and the first secretary stationed in J Township of C County in Guizhou Province as the case object to carry out analysis, starting with the policy itself, the main body of policy implementation (the first secretary stationed in the village), the policy target group and the policy environment. To study whether the policy of J Township in C County is reasonable, whether the first secretary in the village is competent, whether the attitude of the villagers is positive, and whether the policy environment is sound.There are many common problems in the course of the work of the first secretary in the village: first, although the local instrumental policy is comprehensive, the content and formulation process of the planning policy are not scientific; second, the first secretary in the village basically fulfills his duties and responsibilities in his daily work, but he lacks planning consciousness and has special policy dependence psychology; third, there are many common problems in the course of his work; Three, although the villagers have raised their income level with help, the "poverty culture" is still difficult to eradicate for a while;Fourthly, under the superposition of subjective and objective factors, the policy implementation environment also restricts and negatively affects the policy implementation of the first secretary stationed in the village.

This paper holds that in order to consolidate and expand the achievements of poverty alleviation and effectively link up with rural revitalization in the transitional period, we can continue to give full play to the advantages of the working mechanism of the first secretary stationed in villages. First, we can take targeted measures to ensure the scientificity and continuity of various policies, especially in the formulation of planning policies; The second is to improve the appointment mechanism of the first secretary stationed in the village and clearly empower and assign responsibilities to ensure that people adapt to their posts and work without worries.Focus on cultivating the endogenous development power and ability of local villagers; Fourth, further cultivate the environmental basis for the implementation of grass-roots policies, broaden the sources of income, and enhance the ability of the village "two committees" to carry out their work.Through all aspects of work, while promoting the majority of the first secretaries stationed in villages to persevere in village affairs, we should further enhance the relationship between strengthening external assistance and stimulating endogenous motivation, form an overall joint force, effectively link up the consolidation and expansion of poverty alleviation achievements with rural revitalization, and firmly hold the bottom line of no large-scale return to poverty.
