社会治理创新的宏观背景下，公安机关正全面深入推进公安改革，其中较为重要的部分就是社区警务的发展和创新。社区警务作为社会治理的基础组成部分，其发展是解决人民群众对公共安全的迫切需要和社会治安工作之间不均衡矛盾的必然选择。社区警务的发展为社会治理提供公共安全基础条件和基础警务服务。社会治理理念也是公安工作从管理到治理转变过程的核心理念之一。新形势下社区警务的发展和创新，是推进公安机关警务改革的组成部分，也是推进我国社会治理特色建设和适应性改革的重要内容。社区警务的改革和创新是公安机关密切联系群众的重要举措，是建立适应群众需求的社会治理格局的重要途径。社会治理格局视域下研究社区警务的发展，一方面能够以社区警务为突破口推进社会治理发展；另一方面也为其他政府部门共同参与社会治理提供了途径和经验。

本文以珠海市唐家派出所为研究对象，通过调查问卷、访谈调研、对比国内外社区警务和分析社区警务工作数据，综合社区警务工作现状总结社区警务发展特点。本文以社会治理理论和社区警务理论为基础，探讨社区警务在社会治理中的地位，尝试突破当前社区警务困境。社区警务是社会治理中基础的系统之一，社会治理体系为社区警务提供了运行基础。社区警务是社区公共安全的基础，也是多元主体参与社会治理的切入点。珠海市唐家派出所的社区警务工作近年来在打击违法犯罪、维护社区稳定、预防违法犯罪等方面发挥了巨大优势。但仍存在社区警务与社会治理之间联系不够密切，社区警务与社会治理体系对应的社区警务体系和制度仍未能建立的问题。本文分析了唐家派出所社区警务主体单一、流于形式、定位偏离和警力紧张等问题及成因。在借鉴国外社区警务模式优点的基础上，提出“以人为本”的社区警务理念，打造多元主体共建的社区警务格局，提出通过“积分制”的社区警务模式融合互联网技术和信息化技术，以智慧新警务为切入点推进社区警务多样化的改革创新。本文立足于充分发挥社区民警的主动性和创造性，优化绩效考核和后勤保障，建立具有不同社区特点的社区警务工作机制，在社会治理格局视域下发挥社区警务的优势打造符合广大人民群众需求的警务机制。

At present, the public security organs have comprehensively and deeply promoted the reform of public security in the background of social governance innovation. An important part of this is the basic police work, the development and innovation of community policing. As a basic component of social governance, community policing is an important way to resolve the contradictions between the people's urgent need for public safety and the imbalance of social security work. The development of community policing provides a common security foundation and basic policing services for social governance. The concept of social governance is also one of the core concepts of the process of public security work from management to governance.Studying the development and innovation of community policing under the new situation is not only an integral part of promoting the police reform of the public security organs ,but also is an important part of promoting the characteristics of social governance and adaptive reform in China. The reform and innovation of community policing is an important measure for public security organs to closely contact the masses and an important way to establish a social governance pattern that meets the needs of the masses. The development of community policing can be studied from the perspective of social governance. On the one hand, community policing can be used as a breakthrough to promote social governance development; on the other hand, it provides a way for other government departments to participate in social governance.

This paper takes the Tangjia police station in Zhuhai as the research object, and summarizes the characteristics of community policing development through questionnaires, interviews and surveys, comparison of community policing and analysis of community policing data, and comprehensive community policing work. Based on social governance theory and community policing theory, this paper explores the status of community policing in social governance and attempts to break through the current community policing dilemma. Community policing is one of the basic systems in social governance, which provides the operational basis for community policing. Community policing is the foundation of community public safety and the entry point for multiple subjects to participate in social governance. The community policing work of Zhuhai Public Security Bureau Tangjia Police Station has played a huge advantage in combating illegal crimes, maintaining community stability, and preventing illegal crimes in recent years. However, there is still a problem that the connection between community policing and social governance is not close enough, and the community policing system and system corresponding to the community policing and social governance system have still not been established. This paper analyzes the problems and causes of the single subject, formalism, the deviation of the position and the short of the police force in the community of Tangjia police station. Based on the advantages of the foreign community policing model, this paper puts forward the "people-oriented" community policing concept, envisages the construction of a community policing pattern built by multiple subjects, and proposes the integration of Internet technology and information through the "point system" community policing model. With the new technologies, we will promote the reform and innovation of community policing. This paper is based on fully play the initiative and creativity of community police, optimizing performance appraisal and logistics support, establishing a community policing mechanism with different community characteristics, and playing the advantages of community policing in the perspective of social governance to build the policing mechanism for people’s demand.
