中国改革开放的四十年以来,国际经济环境日新月异,中国社会经济文化各方面经历了前所未有的变迁,国有企业在发展中持续不断地寻求着转型和发展。尤其是21世纪以来,在坚持中国特色社会主义的发展道路上,国有企业的深化改革既是国家层面的重要推进任务,国有企业自身也一直在摸索中寻求转型与发展,在这当中国有企业如何完成战略转型和组织变革是一个不可忽视的重要课题。我国纺织行业作为经济发展阶段的传统行业,与国计民生息息相关,而在在社会信息技术、居民消费方式发生巨大变化的新时期,纺织行业国有企业发展阶段的变革也是值得我们探讨与深思的。 本文以中国纺织科学研究院有限公司为研究对象,主要应用文献分析法和比较研究法等方法,介绍国内外纺织化纤行业的发展态势,在国家对国有企业深化改革的总体要求下,中国纺织科学研究院有限公司在最近的二十年中,通过制定新的战略发展目标,执行相应的组织变革,逐步完成大环境下的市场经济转型,在飞速发展的信息时代实施一系列顺应时代发展的举措,完成企业的可持续发展。与此同时,企业的生命力也得到了良好维持,企业的发展动力被激活,企业的内在潜力被进一步激发,未来中国纺织科学研究院有限公司会继续遵循国家有利于国有企业发展的方针政策,切实地进行自身内涵式与外延式的跨越性发展。 本文运用组织变革的相关理论:包括组织变革的含义、变革的外部和内部动因、变革类型、变革模型、国有企业的组织变革和纺织企业的组织变革,结合国内外纺织行业的环境,以中国纺织科学研究院有限公司成立六十年来的发展概况,不同时期从战略到组织结构的调整过程、积极和消极影响等素材为研究依据,以及笔者在中国纺织科学研究院有限公司的工作体会,详细分析了中国纺织科学研究院有限公司自成立以来开展的三次重大组织变革,包括由事业单位转制为企业、整体并入中国通用技术(集团)控股有限责任公司以及全国布局开设分院。本文详细阐述了每一次变革的背景和动因、变革中对组织结构、体制机制、发展模式的调整,产生的积极和消极影响等方面的内容。 中国纺织科学研究院有限公司三次的组织变革相互联系,为我国纺织行业的发展发挥了作用,前面变革的效果会对后面变革起到指引作用。本文通过对每次组织变革的详细研究,展现了近年来纺织行业国有企业深化改革过程中的具体实施方案,不仅可以为我国纺织企业的组织变革案例研究提供直接参考,也可以为我国国有企业的组织变革类研究提供一个间接参照。

Since China's reform and opening up four decades ago, the international economic environment has been changing rapidly, and China's social, economic and cultural aspects have undergone unprecedented changes. Especially since the 21st century, on the development path of socialism with Chinese characteristics, deepen the reform of the state-owned enterprise is not only an important promoting national level tasks, state-owned enterprise itself has also groped for transformation and development. For these state-owned enterprises, how to complete the strategic transformation and organizational change is an important question which cannot be ignored. China's textile industry, as a traditional industry in the stage of economic development, is closely related to the national economy and people's livelihood. In the new era when social information technology and residents' consumption mode have undergone great changes, the reform of textile state-owned enterprises during the stage of development is also worth our discussion and reflection. China is researched mainly with literature analysis and comparative research. The domestic and international development trend of textile chemical fiber is introduced. Under the general requirements of deepen the reform of state-owned enterprises, China Textile Academy, in the recent 20 years, implemented the corresponding organizational change with a new strategic development target. gradually completed the circumstances of market economy transition, implemented a series of initiatives following the rapid development of information age and completed the enterprise's sustainable development. Meanwhile, the vitality of enterprises also got good maintenance, enterprise development power was activated and the of enterprise's internal potential was further stimulated. In future, China Textile Academy will continue to follow national guidelines and policies conducive to the development of state-owned enterprises and conduct its connotative and denotative development of cross-cutting. This article applies the relevant theories of organizational change, including the definition of the organizational change, the motive of external and internal change, the types of change, change model, the organizational change of state-owned enterprises and the textile enterprise's organizational change. combined with the environment of domestic and international textile industry and based 60 years of development situation of China Textile Academy, the strategy and the organization structure adjustment of different period and related positive and negative effects, and the work experience of the writer in China Textile Academy, the three major organizational changes of China Textile Academy since its establishment are analyzed. These changes include the transformation from public institutions into enterprises, the integration into China General Technology (Group) Holding Co.,Ltd. and the establishment of branches nationwide. This article elaborates on the background and motivation of each reform and the positive and negative effects of the adjustment of organizational structure, system mechanism and development mode during the reform. The three organizational changes of China Textile Academy are interrelated and play a role in the development of China's textile industry. The effect of the former changes will guide the latter. Through a detailed study of each organizational change, this article presents the specific implementation plan of the deepening reform of state-owned textile enterprises in recent years, which can not only provide direct reference for the case study of organizational change of textile enterprises in China, but also provide an indirect reference for the study of organizational change of state-owned enterprises in China.
