优化国土空间格局是党的二十大报告提出的重要战略任务,也是未来一定时期自然资源领域事业的重要工作。在存量时代背景下,土地综合整治与生态修复的范畴不断增加,已成为国土空间治理体系的重要组成部分,对新时期国土空间格局优化具有重要意义。
本文以沂源县为研究区域,在厘清其全域自然资源本底现状的基础上,对耕地补充、耕地质量提升、农村集体建设用地盘活治理等传统土地整治范畴中的单要素和新时代乡村振兴与现代农业发展需要的重点生态要素进行精准评价。进而识别县域各类自然资源空间开发保护存在突出问题,将地质灾害防治、生态功能提升和敏感脆弱性治理生态修复工作进行系统耦合。在此基础上,基于沂源县作为重点生态功能区的主体功能定位,发展了土地综合整治和生态修复单要素评价分区指标与技术,开展不同类型整治潜力和修复空间规模研判,分析各类空间的综合整治潜力,以村域为重点治理单元,提出了土地综合整治与生态修复的空间布局和主要方向,形成县域土地综合整治和生态修复分区方案。主要研究结论如下:
(1)沂源县存在现状耕地面积较耕地保有量少12166.61公顷,9等以上耕地占81.25%,人均农村建设用地面积和户均宅基地面积均超标,农村宅基地空心率达7.57%,矿山地质环境影响严重矿山占全县矿山面积的61.44%,生态用地结构不合理,土壤和水存在严重污染等问题。
(2)根据沂源县土地综合整治与生态修复问题集中领域,结合土地综合整治与生态修复工程监测指标,针对农用地破碎化和退化、生境丰富度下降、矿山生态破坏、农村自然风貌破坏、水土流失、生物多样性降低等生态退化、破坏等问题,以区域、村庄等为基础单元,构建适合沂源县土地综合整治和生态修复指标体系,最终确立了农用地整治潜力、耕地质量提升潜力、宜耕后备资源潜力、农村建设用地挖潜、景观治理潜力、水土流失治理潜力和地质灾害治理潜力七大指标。
(3)针对存在的用地问题挖掘出农用地潜力17212.25公顷,可提质改造耕地为4766.94公顷,补充后备耕地810.20 公顷,挖掘农村建设用地769.50公顷;以上各单因素分析结果结合景观破碎度、水土流失强度和灾害隐患点分析,聚类叠加分析获得沂源县国土综合整治与生态修复分区方案。
(4)按照国土空间规划“一张图”要求,对标“多规合一”空间统筹需要,从存量空间出发,将沂源县划分为全域综合整治重点区、全域综合整治次要区、综合整治与生态修复协同区及全域综合整治更新区等4个标准分区。其中,全域综合整治重点区主要分布南鲁山镇、中庄镇和西里镇,主要整治方向在县域耕地景观和集中连片整治;全域综合整治次要区主要分布东里镇、石桥镇和燕崖镇,主要整治方向在后备资源整治方面;综合整治和生态修复协同区位于大张庄镇和南麻街道,主要整治方向兼顾土地综合整治和生态修复,以自然修复和耕地提升为主;全域综合整治更新区主要位于鲁村镇和悦庄镇,整治方向以耕地质量提升为主。

Optimizing the spatial pattern of national territory is an important strategic task put forward in the report of the 20th Party Congress, and an important work in the cause of natural resources in a certain period of time in the future. In the background of the stock era, the scope of comprehensive land remediation and ecological restoration has been increasing, and has become an important part of the national land spatial governance system, which is of great significance to the optimization of the national land spatial pattern in the new era.

This paper takes Yiyuan County as the research area, and on the basis of clarifying the current situation of its natural resource background in the whole area, it precisely evaluates the single elements in the traditional land remediation scope such as arable land replenishment, arable land quality improvement and rural collective construction land revitalization and management, as well as the key ecological elements required for rural revitalization and modern agricultural development in the new era. In turn, it identifies outstanding problems in the development and protection of various natural resource spaces in the county, and systematically couples geological disaster prevention and control, ecological function enhancement and ecological restoration of sensitive vulnerability management.

 On this basis, based on the main function positioning of Yiyuan County as a key ecological function area, the zoning indexes and techniques for the evaluation of single elements of comprehensive land remediation and ecological restoration are developed, the research and judgment of different types of remediation potential and restoration space scale are carried out, the comprehensive remediation potential of various types of space is analyzed, the spatial layout and main directions of comprehensive land remediation and ecological restoration are proposed with the village area as the key treatment unit, and the county is formed The spatial layout and main directions of comprehensive land remediation and ecological restoration are proposed, and a zoning scheme for comprehensive land remediation and ecological restoration in the county is formed. The main research findings are as follows.

(1) The current situation in Yiyuan County is that the actual area of cultivated land is 12166.61 hectares less than the amount of cultivated land, with Grade 9 or above arable land accounting for 81.25%. The per capita rural construction land area and per household residential land area both exceed the standard. The hollowing out rate of rural residential land is 7.57%, and the geological environment of mines is severely affected. Mines account for 61.44% of the total mining area in the county. The ecological land structure is unreasonable, and there are serious pollution problems in soil and water.

(2) Based on the concentrated areas of land comprehensive improvement and ecological restoration in Yiyuan County, combined with monitoring indicators of land comprehensive improvement and ecological restoration projects, this study aims to address ecological degradation and destruction issues such as fragmentation and degradation of agricultural land, decline in habitat richness, ecological damage to mines, damage to rural natural landscapes, soil erosion, and biodiversity reduction, with regions, villages, and other basic units, We have established a comprehensive land improvement and ecological restoration index system suitable for Yiyuan County, and ultimately established seven major indicators: potential for agricultural land improvement, potential for improving farmland quality, potential for suitable arable reserve resources, potential for tapping rural construction land, potential for landscape management, potential for soil erosion control, and potential for geological disaster control.

(3) In response to the existing land use problems, 17212.25 hectares of agricultural land potential have been excavated, 4766.94 hectares of arable land can be improved and renovated, 810.20 hectares of reserve arable land have been supplemented, and 769.50 hectares of rural construction land have been excavated. The above single factor analysis results, combined with landscape fragmentation, soil erosion intensity, and disaster hazard point analysis, were clustered and overlaid to obtain a comprehensive land improvement and ecological restoration zoning plan for Yiyuan County.

(4) In accordance with the requirement of "one map" of territorial spatial planning, Yiyuan County is divided into four standard zones, including the key zone of comprehensive improvement, the secondary zone of comprehensive improvement, the synergistic zone of comprehensive improvement and ecological restoration, and the renewal zone of comprehensive improvement, in accordance with the need of "multi-planning" spatial coordination and from the stock space. Of which, The key areas for comprehensive improvement in the entire region are mainly distributed in Nanlushan Town, Zhongzhuang Town, and Xili Town, with the main direction of improvement being in the county-level farmland landscape and centralized continuous improvement; the secondary areas for comprehensive rectification are mainly distributed in Dongli Town, Shiqiao Town, and Yanya Town, with the main direction of rectification being in the area of reserve resource rectification; the coordinated area of comprehensive improvement and ecological restoration is located in Dazhangzhuang Town and Nanma Street, with the main direction of land improvement taking into account both comprehensive land improvement and ecological restoration, mainly focusing on natural restoration and farmland improvement; the comprehensive renovation and renewal area is mainly located in Lucun Town and Yuezhuang Town, with the focus on improving the quality of cultivated land.
