充电桩作为九大新型基础设施之一，是中国的重点发展方向。北京市率先建立了覆盖规划、建设、运营和安全管理的全方位充电桩政策服务体系，研究北京市充电桩政策的演变特征、政策变迁历程及原因对于充电桩领域的高质量发展具有重要意义。本文基于政策文献量化方法对北京市56份充电桩政策的分析，划分出九个政策维度，归纳出北京市充电桩政策先后经历了试点探索、规模推广、高质量发展三个发展阶段，得出北京市充电桩政策演变具有以下特征：建设政策、安全保障政策、运营服务政策、数据共享政策等多个政策维度内容不断丰富，逐渐形成了适应首都特点地方政策体系。通过基于多源流理论视角对政策变迁过程及其内在动力机制的进一步研究发现：三个发展阶段均以问题源流为先导，带动三源流实现汇集开启“政策之窗”成功实现政策变迁；前两个发展阶段开启“问题之窗”，高质量发展阶段基于政治源流对问题的主动回应开启“政治之窗”。由此，本文提出在充电桩产业政策中应注重意见回复、数据平台建设等政策建议。本项研究的主要贡献是系统分析了北京市的充电基础设施政策演进特征、政策变迁历程、政策变迁原因，为其他城市的充电基础设施产业政策发展提供参考借鉴。

As one of the nine new types of infrastructure, charging pile is a key development direction in China. Beijing has taken the lead in establishing a comprehensive charging pile policy service system covering planning, construction, operation and safety management. It is important to study the evolution characteristics, policy change history and reasons of Beijing's charging pile policy for the high-quality development of the charging pile field. Based on the analysis of 56 charging pile policies in Beijing based on the quantitative method of policy literature, this paper divides nine policy dimensions and summarizes that the charging pile policies in Beijing have successively gone through three development stages: pilot exploration, scale promotion and high-quality development, and concludes that the evolution of charging pile policies in Beijing has the following characteristics: construction policies, safety guarantee policies, operation service policies, data sharing policies and other policy dimensions content The content of several policy dimensions, such as construction policy, safety guarantee policy, operation service policy and data sharing policy, has been continuously enriched and gradually formed a local policy system adapted to the characteristics of the capital. Further research on the process of policy change and its internal dynamic mechanism based on the perspective of Multiple-Streams Framework reveals that: all three development stages are preceded by the problem source stream, which leads to the convergence of the three source streams to open the "policy window" for successful policy change; The first two development stages open the "problem window", while the high-quality development stage opens the "political window" based on the active response of the political source stream to the problem. As a result, this paper puts forward policy recommendations such as responding to opinions and building a data platform in the charging pile industry policy. The main contribution of this study is to systematically analyze the characteristics of the evolution of charging pile policy, the history of policy changes, and the reasons for policy changes in Beijing, and to provide reference for the development of charging pile industry policies in other cities.
