教育经费不足一直是长期以来制约我国中学教育发展的瓶颈。随着中国进入WTO和国际教育资本进入中国市场,国人的眼界日渐开阔、素质不断提升,对中学教育的期望也不再局限于高考的高分,而是更重视国际交换、留学机会、科研项目参与、特色课程等与社会资源接轨的素质教育机会。因此,中学教育在提高义务教育质量的任务下,还多了一项新挑战,那就是广泛获取社会资源,满足新时代青少年认识社会、拓展能力的需求,同时积极寻求与国外教育科研资源的对接,搭建国际化教育平台,为学生提供多元化、可选择的成长机会。教育事业的长足发展离不开经费支持,随着教育投资总量的不断扩大,政府对公立学校的财政资助也会发生结构性的变化。教育事业的多元化发展离不开经费支持,随着教育投资总量的不断扩大,政府对公立学校的财政资助也会发生结构性的变化,必定走上由政府政策主导型向市场主导型转化之路。在经费筹措上,中学除了要争取国家拨款外,积极进行社会融资也是值得考虑的重要渠道。建立教育基金会,鼓励个人和社会团体向学校捐赠,吸纳社会资源为学校所利用,则是为教育融资的有效方法。本文通过对个案的深入分析,探讨中学教育基金会的运行现状,从人员组织结构、筹款机制、分配监督机制等方面深入剖析,并结合我国现阶段的实际发展状况,对中学捐资“基金会化”未来的大致走向加以科学合理的预估,并考虑到将会出现的问题,并从社会互构的角度提出构建中学教育基金与企业、捐赠者、政府、宣传平台等利益相关者之间的和谐关系,确立认同和共同的目标的建议,以使刚刚启步的中学教育基金会走上健康安全的道路。

Restricting the development of education in middle schools is the lack of funding for education . With China's entry into WTO and international educational capital into the Chinese market, citizens eyes open , raise quality and expectations of secondary education is no longer confined to the college entrance examination scores , but more emphasis on international exchange , study abroad opportunities for research participation, quality educational opportunities and social resources , such as special courses standards . Therefore, secondary education in improving the quality of compulsory education mission , more than a new challenge , that is widely available community resources to meet the new era of youth social awareness , the ability to expand demand , while actively seeking docking with foreign educational research resources build international education platform , to provide students with diversified alternative growth opportunities. Rapid development is inseparable from the financial support of education, with the continuous expansion of the total investment in education , government funding for public schools will be structural changes.Diversification of education can not develop without financial support , with the continuous expansion of the total investment in education , government funding for public schools will be undergoing structural changes, must embark on the transformation of government policies led to a market-oriented road. In financing , the high school in addition to national funding to fight outside , active social financing is also worth considering the important channels. Education Foundation established to encourage individuals to donate to schools and community groups , social resources for schools to absorb utilized , it is an effective method for the education financing.Through in-depth analysis of the case, discuss the status of secondary education foundation run from staff organizational structure, funding mechanisms , monitoring mechanisms , such as the allocation of in-depth analysis , combined with China 's social reality , predicting Chinese School donated " foundation " of the trends and possible problems that may arise , and from the perspective of social interaction mechanism proposed to build a harmonious relationship with the business interests of Secondary Education Fund , donors , governments, and other promotional platform among stakeholders to establish recommendations of identity and common goals , so just start walking in Secondary Education Foundation took the road of health and safety.
