20世纪90年代，我国出台了《学校体育工作管理条例》对我国各级各类学校体育工作的开展给出指导。然而在近三十年的发展中，我国学生体质健康并没有因为国家出台的各项政策规定而显著改善，高校体育工作的开展仍然非常艰难。近年来，党和国家对我国青少年学生的的体质健康愈发重视，并出台了一系列的学校体育法规、政策，但执行效果却并不理想。为了解释并解决这个问题，笔者在本研究中以北京师范大学的学校体育政策执行为考察对象，采用文献法和观察法挖掘高校体育政策执行现状，发现当前高校体育政策的执行的能力和效力不足，在微观体育活动中缺场。通过引入史密斯模型对当前高校体育政策执行的影响因素进行分析，发现高校体育政策执行不畅主要在于政策本身不清晰以及在传统“重智育轻体育”的文化氛围中高校本身对体育工作的不重视。针对这种情况，笔者在政策本身、政策对象以及执行机构和环境因素四方面分别给出了自己的建议，力图改善当前我国高校体育政策执行不畅、体育工作开展不足的问题。

In the 1990s, China has introduced the "Regulations on the Management of School Sports Work" to give guidance on the development of sports work at all kinds of schools in China. However, the physical fitness of students in our country has not been improved significantly due to various policies and regulations issued by the government in the past 30 years, and it is still hard to implement the work of college sports. In recent years，the government and CCP were paying more attention to the fitness and constitution of teenage students and had introduced a number of laws and policies, which nevertheless were not executed as expected. In order to explain and solve this problem, the implementation of the school sports policy of Beijing Normal University was taken as the object of investigation in this study. The current status of college sports policy implementation was studied using the literature method and observation method, and it was found that the capacity and effectiveness of current college sports policy implementation are insufficient which is lack of support in micro sports activities. By introducing the Smith model to analyze the influencing factors of the current college sports policy implementation, it is found that the poor implementation of sports policy in colleges and universities is mainly due to the fact that the policy itself is unclear and the university itself does not attach importance to sports work in the traditional culture of “valuing intellectual education and despising physical education”. In response to this situation, the author gave her own recommendations in four aspects: policy itself, policy objects, and implementing agencies and environmental factors, in an effort to improve the current poor implementation of sports policies in our country and the lack of development of sports work.
