改革开放以来，我国公共服务体系和制度建设不断推进，但随着人民群众日益增长的公共服务需求，政府在某些领域的“失灵”已日趋明显。与此同时，我国非营利组织得到了飞速发展，在各个领域承担了大量的公共职能。对此，党和政府高度重视。在党的十八届三中全会通过的改革措施及新一轮行政体制改革中，激发社会组织活力、促进非营利组织承接政府转移职能是重要内容之一。因此，如何找出影响非营利组织承接政府职能的若干因素，从而有效地指导政府部门去更好地推进职能转变，有效地指导非营利组织去更好地承接政府转移职能，成为了当前亟待解决的问题。 本文通过总结归纳国内外文献及研究成果，构建了非营利组织承接政府转移职能影响因素的框架模型。通过问卷调查及统计分析的方式，分析了合作因素、外部因素、内部因素影响非营利组织承接政府转移职能的作用与程度；通过问卷结果，将非营利组织承接政府转移职能的现状概括为五个方面：一是非营利组织承接政府转移职能已初具规模，但仍需支持引导规范；二是政策环境不断优化，但相关法律法规仍有待完善健全；三是政府部门有所回应，但仍不够积极主动；四是非营利组织积极性高，但仍需提高自身能力；五是政社关系仍未发生根本性改变，仍需持续推进深度改革。为进一步提出促进非营利组织承接政府转移职能的有效措施，本文借鉴了国外的相关经验，从制定非营利组织管理专门法或相关法律法规、为非营利组织发展提供优惠政策、确立平等的合作伙伴关系、建立稳定有效的双方对话机制、保证程序监督和评估的规范化、培育整个社会的志愿精神等角度介绍了国外的做法与启示，并最终提出了广泛培育公益精神和志愿精神、建立健全相关法律法规、深化社会组织管理体制改革、政府成立协调管理机构、完善规范具体操作制度、加强非营利组织能力建设等促进对策及路径。

Based on the analysis of the domestic and foreign related literature and the res-earch results, this paper describes a framework on the influence factors of the fun-ction transformation from Chinese government to the NGO. The author found tha-t five aspects on the present situation from using the online survey and statisticalanalysis to analyze the influence of this function transformation on cooperated fa-ctors, internal and external factors. In order to further investigate the effective measures of promoting the fu-nction transformation from Chinese government to the NGO, the purpose of th-is paper is to introduce and analyze some cases of the NGO management. Onbasis of using domestic and foreign relevant experience for reference; it is ab-out formulating rules and regulations, providing preferential policies, establishin-g equal cooperative relationship, creating the effective bilateral dialogue mechan-ism between the government and the NGO, ensuring the standardization of themonitoring and evaluation program, and cultivating the spirit of social volunte-errs. According to these cases; the author summarized six effective measures th-at cultivating public spiritedness and encouraging volunteerism, drawing up and improving rules and regulations, deepen reforming the management system of communities and social organizations, setting up a bilateral or multilateral coordi-nating agency or a management institution by the government, standardizing thedetail and criterion of operations, and intensifying the ability and actual force c-onstructing of the NGOs.
