执法规范化建设是当前公安机关一项十分重要的工作。它关系到公安机关执法行为的规范性及公安队伍的发展，更关系到广大人民群众的切身利益。但是，目前公安机关执法规范化建设还存在很多问题，实施效果不理想，亟待改进和完善。本文从公共管理学的角度，对公安机关执法规范化建设进行分析。首先，总结了自2008年执法规范化建设实施以来，取得的成就，并结合江西省修水县女警的案例，总结出目前执法规范化建设还存在的一些问题。其次，基于公共管理学关于公共管理环境、公共管理实施主体、实施过程及公共管理评估、纠错、监督的相关基础理论，对执法规范化建设从政策制定、执法主体、执法理念、执法实施、执法监督、公众参与等方面，并结合社会管理创新这个大背景，对存在的问题进行了分析，找出原因。最后，本文从认清执法规范化建设形势、提高执法主体素质、规范执法过程、加强执法监督、领导重视和激励及鼓励民众参与等六个方面，对改进和完善执法规范化建设提出了一些建议。

The standardization of the law enforcement is a very important task for the police department. It concerns with the justification of the law-enforcing acts by the police department, the future of our police force, and the rights and interests of the public as well. However, many problems remain in this process and its practical effect is not satisfactory. It urgently needs to be improved.This article analyzes it based on the theory of public management. First, the author summarized the achievement of the law enforcement standardization implemented since 2008, and, with the example of the policewoman in Xiushui, Jiangxi, the author pointed out the current problems remaining in the standardization process. Second, the author analyzed the existing problems and tried to find out their potential causes on the basis of the public management theory, especially on the outer environment of public management, the subject of public management, the implementation process, and the appraisal and superintendence of the implementation. Under the background of innovative public management, the author's analysis focused on different aspects including policy-making, the law-enforcing subjects, the law-enforcing principles, the implementation, the superintendence and public involvement. Last, the author proposed certain suggestions on how to improve the law enforcement standardization process from six different perspectives, including recognizing the current situation, improving the quality of the law-enforcing subjects, standardizing the law-enforcing procedure, reinforcing the superintendence, strengthening the administrative attention, and encouraging the public participation.
