地方高校合并是我国高等教育体制改革与结构调整的重大举措。参加合并的地方高校，在办学实力、发展空间方面都获得了极大提升。但合并在带来机遇的同时，也必然带来系列矛盾和问题，发展定位问题便是其中的一个重要方面。本研究采用个案分析方法，以地方合并高校的社会服务面向为视角，来探讨其发展定位问题。首先对本研究涉及的相关概念、研究现状及理论基础进行概述；其次进行个案分析。简要介绍个案概况、合并后的发展现状，以及发展中存在的问题：单纯追求发展的规模和数量、学科设置追求综合、人才培养忽视地方发展现实和需求等。再进一步探讨问题的症结：地方高等教育的资源配置方式以及地方政府的权力制约。最后在以上分析的基础上，提出地方合并高校科学定位，要立足区域发展，为区域服务，据此提出其发展定位原则及关键性的发展对策；同时，也对地方合并高校的主管——地方政府进行角色定位。期望通过二者的分工协作、优势互补、资源共享，实现地方合并高校与区域的互动发展。

Merging local colleges and universities is an important act during the process of higher education system reform and restructure in China. On the one hand, those universities involved in the merger have upgraded greatly not only in the strength but also in developing opportunities. But there are also some conflicts and problems, for example, the development orientation of those colleges and universities.This thesis conducts a case study to discuss the development orientation of local merging colleges and universities in the view of service orientation. In the first part of the article, the author introduces several relating concepts, the current studies on local merging colleges and universities, and the theory foundation. Then a case study is conducted. In this part, the author firstly introduces the general situation and the development status of the case college. On this basis，the problems existing in the process of merging are discussed, for example, the excessive expansion of the college, the integrated development of subjects, and the ignorance of the need of regional development in students’ cultivation. Then the author makes a further discussion and finds out that the model of the local higher education allocate education resources and the restriction of the local government's power is the crux of the problems. At the end of the article, the author points out that the orientation of local merging colleges and universities should follow the scientific way established in regional development and serving for regional areas. On this basis, the principles of the local merging colleges and universities’ development orientation, and the key development strategy are presented. Moreover, the author defines the role for local government who is in the main charge of merging, and points out that the government and colleges and universities should work together and dividually to promote the interaction development of the regional areas and the local merging colleges.
