进入新世纪以来，国家对于科技创新的重视程度明显提高，对企业科技研发的政策扶持力度也越来越大。而面对国际国内市场的激烈竞争和客户对于产品性能和质量要求的不断提升，就需要企业建立适合自身发展阶段的研发管理体系，不断完善各项研发流程，使研发管理体系成为企业的创新发展的动力源泉。本文以北京康木富特有限公司为案例，采用文献研究和调查访问研究等方法，对该公司的研发管理体系进行诊断，分析其研发管理体系各个方面存在的问题、产生这些问题的原因、并提出合理化建议和对策。全文分为六个部分：第一部分将对研发管理体系政策背景、本文的研究目的、研究方法、主要研究内容以及国内外关于研发人员管理、研发费用及预算管理、研发项目及产学研管理、知识产权管理等方面的相关文献进行研究。第二部分将从实际案例出发，对本文引用的康木富特公司的基本状况和发展阶段进行介绍。第三部分着重描述本文所采用的研发管理体系诊断方法、从研发机构设置、研发人员管理、研发经费及预算管理、研发立项和产学研管理、研发成果管理、知识产权管理六个方面对康木富特公司研发管理体系现状和存在的问题进行分析，并把这六个方面细分为数十项具体指标，通过指标和赋值来诊断康木富特公司的研发管理体系。第四部分对产生这些问题的内外部原因进行全面分析。第五部分根据各项指标诊断的结果和问题的分析对康木富特公司研发管理体系的各个方面建设提出合理化建议。第六部分将对全篇论文进行总结。

Entering the new century, the degree of national attention for technological innovation has improved significantly, corporate R & D policy support is also growing. In the face of fierce competition in international and domestic markets and customer requirements for product performance and quality, speed and level of their own research and development of technological innovation often can not meet these requirements, which requires companies to establish R & D stage of development for their own management systems, continuous improve the development process, so that R & D management system for the development of enterprises to provide a steady stream of vitality.In this paper, Beijing Comfort company is the case,literature research and visiting research will be used in the paper for the diagnosis of the company's R & D management system in all aspects to find problems, include the causes of these problems and reasonable recommendations and strategies.The first part of the management system will be developed policy background , the purpose of this article, research methods, main contents and relevant literature on R & D personnel management , R & D expenses and budget management , R & D projects management , intellectual property management and other aspects of research.The second part will start from the actual case , the basic situation and development stages cited here in Kang Mu Foote 's introduced.The third part focuses on R & D management system diagnostic methods described here in employed, set from R & D institutions , R & D personnel management , R & D funding and budget management , R & D project and research management, R & D results management, intellectual property management in six aspects of this company and break down these six areas into 10 specific targets, indicators and assignment to diagnose R & D management system.The fourth part of the internal and external causes of these problems and will conduct a comprehensive analysis .The fifth part will make reasonable recommendations based on the results of the diagnostic analysis of the indicators and questions on all aspects of the construction of R & D management system.Part VI will summarize the full papers.
