“双减”政策的颁布,为课后服务的高质量发展创造了机遇,课后体育服务作为课后服务的重要组成部分,可以对学生的身心健康和综合发展产生积极的影响。然而课后体育服务的开展目前正处于起始阶段,存在一定的问题需要解决,因此本研究以太原市小学课后体育服务开展现状为研究对象,对太原市6所小学的教师、家长和学生进行随机问卷调查,回收问卷后对数据进行整理,总结出课后体育服务开展现状以及存在的问题,分析其产生的原因,并提出相应的解决对策,从而推进课后体育服务高质量发展。主要研究结论如下: (1)太原市所调查的6所小学响应“双减”政策的号召,积极开展课后体育服务,但目前存在以下情况:相关政策制度不健全,学校执行不力;监督评价体系与教师考核制度不完善;体育场地器材及经费不足;教师队伍的数量与专业性不足;教师参与课后体育服务的积极性不高;学生运动安全问题未得到有效保障。 (2)课后体育服务开展的主要不利因素是经费不足,存在教师工作量与课时补贴不匹配的情况,不利于课后体育服务质量的提高。 (3)太原市所调查的6所学校中,参加课后体育服务的教师大多为本科学历,教师年龄在30~40岁之间的人数最多,教师性别多为男性,且存在指导教师人数不足以承担学校课后体育服务的问题。 (4)小学生主动参与课后体育服务的积极性较高,对于课后体育服务的相关评价较为满意,体现出“双减”政策在太原市学校体育工作中的落实情况较好。 (5)相比体育课堂教学,课后体育服务内容的丰富度能够满足学生多样化的体育需求,因此受到学生的喜爱。 (6)课后体育服务对学生产生的主要变化是接触电子产品的时间变短、运动能力提高和体质变好。 针对太原市小学课后体育服务在实施中所存在的问题,整合校领导、教师、家长和学生对课后体育服务的反馈和建议,查阅国内外相关文献,总结出提高太原市小学课后体育服务效果的对策:完善相关政策法规与管理制度;加强督导与检查,完善评价与考核制度;合理规划体育场地设施,寻求多方经费支持;扩大师资来源,严控师资质量;优化教师激励机制,增强教师参与热情;加强安全管理体系建设;拓展体育活动内容,培养学生体育兴趣。 |

The promulgation of the "double reduction" policy has created opportunities for the high-quality development of after-school services, and after-school physical education services, as an important part of after-school services, can have a positive impact on students' physical and mental health and comprehensive quality development. However, the development of after-school sports service is at the initial stage and there are certain problems that need to be solved. Therefore, this study uses literature, questionnaires, interviews and mathematical statistics to investigate the current situation of after-school sports service in elementary school in Taiyuan, and issue questionnaires to teachers, parents and students in six elementary school in Taiyuan to summarize the problems that exist in the development of after-school sports service, analyze the causes of them, and summarize the problems that exist in the process of after-school sports service. The study summarized the problems of after-school sports services, analyzed the reasons for them, and proposed corresponding countermeasures to promote the high-quality development of after-school sports services. The main findings of the study are as follows: (1) The six elementary school in Taiyuan have responded to the call of the "double reduction" policy and actively carried out after-school physical education services, but the following situations exist: the relevant policies and systems are not sound, and the implementation of the schools is ineffective; the supervision and evaluation system and the teacher assessment system are not perfect; the physical education venues and equipment and funding are insufficient; the number and professionalism of the teacher team are insufficient; and the teachers' participation in after-school physical education services is insufficient. The number and professionalism of teachers are inadequate; teachers are not highly motivated to participate in after-school sports services; and students' sports safety is not effectively guaranteed. (2) The funds required for the implementation of after-school sports services are allocated by the government, but most schools have low subsidies for teachers' class time, outdated site facilities, and insufficient sports equipment. (3) In the six schools surveyed in Taiyuan, most of the teachers participating in after-school sports services have bachelor's degrees, more male teachers than female teachers, and the largest number of teachers aged 30 to 40, with the problem that the number of instructors is not enough to undertake after-school sports services in schools. (4) Primary school students are more motivated to participate in after-school sports services and are more satisfied with the evaluation about after-school sports services, reflecting the good implementation of after-school sports services in Taiyuan. (5) Compared with physical education classroom teaching, the richness of after-school physical education service can meet the diversified physical education needs of students, so it is loved by students. (6) The main changes produced by after-school physical education services for students are shorter exposure to electronic products, improved motor ability and better physical fitness. In view of the problems in the development of after-school physical education services in Taiyuan elementary school, combining the expectations and suggestions of school leaders, teachers, parents and students, and reviewing relevant literature at home and abroad, we summarized the countermeasures to improve the effectiveness of after-school physical education services in Taiyuan elementary school: improving relevant policies and regulations and management system; strengthening supervision and inspection, improving evaluation and assessment system; reasonably planning physical education venues and facilities, seeking multi-funding support; expand the sources of teachers and strictly control the quality of teachers; improve the incentive mechanism and enhance the enthusiasm of teachers' participation; strengthen the construction of safety management system; expand the content of physical activities and cultivate students' interest in physical education. |
