在中国转型期，非营利组织，特别是“自下而上”的非营利组织在社会发展中所起的作用日益扩大，政府与非营利组织的关系也发生着改变，对较为活跃的“自下而上”的非营利组织与政府关系的研究具有重要的现实意义。 政府与中国滋根乡村教育与发展促进会等非营利组织在学校教育等项目上提供公共服务，本文针对中国滋根乡村教育与发展促进会在学校教育方面的两个个案进行了分析，对政府-非营利组织关系模型理论进行了验证。在公共服务提供中，政府与非营利组织不是绝对的政府支配、非营利组织支配、双重或合作模式中的某一种，而是其中的某种中间态，且是在不断发展的；与此同时，同一非营利组织在不同的公共服务提供上可能与政府关系模式可能不同。目前中国的“自下而上”的非营利组织与政府主要是一种合作与互补的关系，而且其中政府处于绝对主导的地位，非营利组织处在依赖性的地位。

In China's transitional period, Non-profit organizations(NPOs)，especially the “bottom-up” NPOs are taking an increasing role in the social development . However, the relationship between NPOs and Government is changing; the relationship between the more active "bottom-up" NPOs and government is of practical significance. Government and Zigen Association in China for Rual Education and Development (short for ZAC), and other NPOs give public services like educational projects in schools and so on. The paper based on government-NPOs relational model to explain the theory analysis on two cases of ZAC. That in the public service, the relationship between government and NPOs is not an absolute Government-Dominant Model, Third-Sector-Dominant Model, Dual Model or Collaborative Model, but some of them among the state, and is in constant development. Meanwhile, the same NPO in different public services may be provided with different models. Currently, the relationship between "bottom-up" NPOs and the Government is a major cooperation and complementary relation, with the Government in absolutely dominant position, NPOs in the dependent status.
