1912-1930年期间，北京的城市行政管理体制开始了近代化转型，并进而推动了北京城市的近代化转型。北洋统治初期，北京的城市管理还处于新旧杂陈的阶段，没有形成地方一级的政府，只有中央各部门的条条管理。 京都市政公所成立后，与隶属于内务部的京师警察厅一起划定市区设置，共同管理北京的内外城，形成近代城市政府的雏形，并开始划清国家事务与地方行政事务的界限。北平特别市政府成立后，针对城市管理的特殊性，确立了近代城市政府的机构设置，并形成了特别市的城市管理体制。北平特别市的管理体制与北洋时期的京城管理体制相比，一方面，在城市地位、城市财政、城市管理水平等方面取得了进步；但在另一方面，特别市在管理中面临着政局变动、财政问题和机构紧缩等问题，这些又削弱了特别市政府城市管理的效果。1930年，晋系控制的市政府随着阎锡山在中原大战中的失败而倒台，而北平特别市的城市行政管理体制却得到了继承。

In 1930, although the General Office which was controlled by Yan xishan fell down, the urban management systems of Peiping Special city got inherited.
