随着公益事业的发展，高校大学生成为一直活跃在各种服务中的主力军，不仅践行了社会主义核心价值观，也有利于自身的发展。但调查发现，目前公益服务机会难以满足高校志愿者剧增的需求。虽然高校志愿者和社区及社区队伍间有一定合作，但是活动模式相对固定单一、技能简单，并未很好的发挥高校志愿者的自主性和专业性，社区也并未给予高校志愿者了解社区公益活动具体需求的机会，很多都是临时性的被动参与，造成了高校志愿者与社区服务需求不对称，参与度逐渐降低。 另一方面高校志愿者参与服务过程中缺少稳定的资金支持和专业的培训督导，管理缺乏系统性，导致很大一部分青年资源的浪费。值得庆幸的是，随着当前社会主体的多元化，社会工作机构越来越成为社会治理和服务的重要力量。在国家层面上，越来越受到政府的重视，指出要坚决加强社工+志工+社区+社会组织的联动建设，进行全国范围的推广，为将来的发展道路指明方向。国务院在2017年通过的《志愿服务条例》中也指出，鼓励社会组织建立志愿服务工作协调机制，鼓励群众自治组织为大学生和青少年开展志愿服务活动提供条件和场地。这个条例的颁布无论是对于社会组织还是对高校志愿者来说都是质的飞跃。 本文从“社工机构如何带动高校志愿者参与社区服务，链接高校和社区”这一问题出发，以“助推活力青年社区参与行动计划”项目为例进行分析，通过参与式观察和半结构式访谈，了解当前高校志愿者社区服务的问题以及社工机构扮演的角色和介入途径等，对整个项目中社工机构的介入过程及其效果进行分析，找出其中的优势和不足。最后对社工机构嵌入到高校志愿者社区服务形成可具体操作的本土化行动模式提供建议。

With the development of public welfare, college students have become the main force in various services with using their spare time, which is not only to help them to understand the core values ??of socialism, but also conducive to their own development. However, the survey found that the current public service opportunities are difficult to meet the increasing demand of university volunteers. Although there is certain cooperation between university volunteers and community, the mode of activity is relatively fixed and the used skills are simple. The autonomy and professionalism of university volunteers are not well utilized, and volunteers are not given any opportunities to understand the specific needs of community university. Many of them are temporary passive participation, resulting in asymmetric demand for university volunteers and community services, which is gradually reducing participation. Besides，students lack of professional training supervision and stable financial support when they participate the service process. Moreover，systematic management is also not used in that process. They will lead to the serious waste of youth resources. Fortunately, with the pluralism of current social subjects, social work institutions are becoming an important force in social governance and services. At the national level, more and more attention has been given by the government which points out that we must resolutely strengthen the linkage of social workers + volunteers + community + social organizations. The government needs to carry out nationwide promotion and point the way for future development. The “Volunteer Service Regulations” passed by the State Council in 2017 also pointed out that social organizations should be encouraged to establish coordination mechanisms for voluntary service work, and autonomous organizations should be encouraged to provide conditions and venues for college students and young people to hold the voluntary service activities. The promulgation of this regulation makes a great progress in building social organizations and ensuring university volunteers’ right. This article starts from the question of “how to promote college volunteers to participate in community service and enhance the volunteers’ ability”, taking the “Ten Schools Linkage and Boosting Vitality Youth Community Involvement Action Plan” project as an example. Through participatory observation and semi-structured interviews, we can understand the current problems in university volunteer community service, and the roles and interventions of social work institutions. The process and effect of the involvement of social work institutions will be analyzed in the entire project. Also, the strengths and weaknesses of them will be identified. Finally, it provides accessible suggestions for the social operations institutions to make sense in the volunteer community services，further a meaningful local operation model can be formed.
