公共文化服务是实现公民基本文化权益的主要途径，是形成文化软实力的重要支撑。改革开放以来，特别是进入21世纪后，随着我国人民物质生活水平的不断提升，群众的文化需求也在日益增长，老百姓更呼唤普惠性、共享性的精神食粮，期待能就近方便享有丰富的文化服务和文化活动。而在当前中国的公共文化服务日益受到重视，我国文化服务体系的建设取得了巨大成就的同时，却依然存在一系列问题。 作为国家公共文化服务体系示范区，东城区是现阶段北京市仅有的既属于示范区又有示范项目的城区，并在创建示范区方面探索出了东城模式。然而，在开展公共文化服务供给的过程中，东城区仍旧面临诸多问题。因此，分析东城区公共文化服务存在的问题，探索产生问题的原因，为提高东城区公共文化服务质量和水平提出有效对策，具有非常重要的意义。 本论文采用文献研究法、问卷调查法和访谈法研究了北京市东城区公共文化服务发展的现状，重点调查了东城区街道、社区居民等相关利益群体对东城区公共文化服务的满意程度，并且笔者深入到文化馆、图书馆、街道、社区，对从事公共文化服务工作的相关人员及服务对象进行了访谈，通过详实的资料收集和整理，归纳出东城区现阶段公共文化服务过程中存在的主要问题，深入分析了问题产生的有关原因，并给予针对性的应对措施和方法，对北京市东城区公共文化服务提供可行性建议，以期为群众提供更优秀的文化服务，满足群众需求，促进东城区公共文化服务健康发展。

Therefore, it is of great significance to analyze the existing problems of public cultural services in Dongcheng District, search for the causes of the problems, and put forward effective countermeasures to improve the quality and level of public cultural services. The writer does research in the status of the development of public culture service in Dongcheng District in Beijing, using the methods of literature research, questionnaire and interview. The writer focuses on the degree of satisfaction of the communities, residents and other relevant groups on the public cultural service in the district. Meanwhile, the writer steps into the cultural centers, libraries and communities and interviews both the relevant personnel who are engaged in public culture service and those who receive the service. As a result, the writer sorts out the main problems by collecting and collating the detailed data and analyzes the causes deeply.
