城市低保家庭作为城市生活中的弱势贫困群体日益受到人们的关注，政府也建立了一系列的救助制度保障他们的基本生活。然而，由于家庭内外部各种资源的匮乏，低保家庭的儿童在基本生活、教育、医疗等各方面仍然遭遇困难；低保家庭面临的压力和挑战不断增加，不得不采取各种措施应对，以缓解家庭贫困对儿童造成的不利影响。本研究采用质性研究方法，以北京市西城区某社区14户有儿童的低保家庭为研究对象，对低保家庭中的父母采取了跟踪式深度访谈，运用家庭压力理论作为分析框架，分析了低保家庭儿童贫困的特征，以及面对压力时家庭采取的应对策略。研究发现城市低保家庭的家庭结构、经济状况、父母的受教育水平、就业情况以及对子女的期望等各种因素影响了其应对儿童贫困的策略。父母经常在维持家庭基本生活与满足儿童需要之间面临保持两者平衡的挑战，在儿童照顾与工作之间面临挑战，在照顾家庭其他成员与照顾儿童之间面临挑战。为了应对这些挑战，在资源相对匮乏的情况下，他们不得不牺牲自己的需求优先满足儿童的需要，而这对父母本身造成伤害，使得家庭陷入新一轮的贫困当中。研究发现，目前的社会救助政策在一定程度上满足了低保家庭的基本生活需求，但是与儿童发展相关的其他需求仍然远未满足，而低保家庭在资源非常有限的条件下又把大多数家庭资源用在子女的教育上，资源在其他方面的使用持续缩减，造成了低保家庭的贫困。基于上述研究发现提出如下政策建议：首先，家庭仍然是儿童生存和发展的首要场所和屏障，因此公共政策宜从保护家庭的角度出发保护儿童免遭贫困的困扰，强化家庭的功能。其次，要重视儿童的发展，发展是家庭与儿童摆脱贫困的根本出路。需要完善对低保家庭的救助政策，提高公共服务的可及性，对儿童实施更加精细的分类救助。

Urban Dibao families as city vulnerable and poor community have drawn increasing attention, the authorities also established a series of social assistance system to ensure their basic life. Because of the lack of internal and external family resources, the basic life, education, medical and so on various aspects of the children living in poor families still faces difficulties, this brought pressure and challenges to the families, who have to take all kinds of methods to alleviate poverty of the adverse impact on children.This study used qualitative research methods,took tracking and depth interview of 14 Dibao families with children in an urban community of Xicheng district Beijing, analyzed the characteristics of Dibao families children's poverty and the strategies of coping pressure under the analysis framework of the family stress theory. The study found that parents often face the challenges in maintaining the balance between the family life and children needs, between children's care and themselves’ jobs, between the care of other family members and care of children. They have small social support and scarce capacity to integrate resources, in order to deal with these challenges, they had to sacrifice their own needs to meet the needs of the children, which damaged the parents themselves, and brought about a new round of poverty.Based on the research findings, the study puts forward to further policy suggestions. First of all, family is still the first place and screen for children's survival and development, the public policy should strengthen the function of the family to protect children from poverty. Secondly, Attention should be paid to the development of children, families and children's development is the fundamental way out of poverty. Social policy should give families to hope, not just to maintain their basic survival. Specifically, it is essential to improve social assistance policy for poor families, to enhance the accessibility of public service and put children into more sophisticated classified assistance.
