全球化和知识经济的迅速发展极大地推动了离岸服务外包的兴起。离岸服务外包会促进承接国国家的就业、技术进步、企业竞争力提高以及对产业结构升级带来正面的作用，因此有着重大的经济发展意义。目前离岸服务外包市场竞争激烈，印度、爱尔兰、中国、菲律宾、俄罗斯等国家纷纷努力抢占一席之地。回顾近几年中国的了离岸服务外包的发展历程，一方面在政府政策的扶持下承接离岸服务外包业务量逐年增长；另一方面由于我国离岸服务外包起步较晚，政府以及企业对我国离岸服务外包在国际中的竞争定位不准，缺乏对自身的优势及劣势正确的认识。本文从离岸服务外包蓬勃发展的背景和深刻的经济发展意义入手，依序介绍了离岸服务外包的基本概念和经济学理论基础，分析了全球以及中国离岸服务外包市场的现状和前景。通过理论分析，找出影响离岸服务外包竞争力的相关因素，得出符合离岸服务外包自身特点的竞争力理论分析框架并进行实证研究。在此基础上选取评价指标确定权重，利用层次分析法构建离岸服务外包竞争力评价指标体系，该体系包括环境、成本、人才、市场拓展能力四大指标，其中又包含13个二级指标。然后通过该指标体系测算出我国离岸服务外包竞争力，基于这些指标对中国承接离岸服务外包的竞争优势及劣势进行全面分析，从而衡量出目前我国承接离岸服务外包发展情况和国际定位。同时我国在承接离岸服务外包中存在的问题以及和其他主要承接国的差距所在，从而提出提高我国离岸服务外包竞争力的政策建议。

Globalization and rapid development of knowledge-based economy has greatly promoted the rise and development of offshore services outsourcing and development. The offshore services outsourcing will promote the undertaking countries of employment, technological progress, improve the competitiveness of enterprises as well as a positive role in upgrading the industrial structure, it has great significance for economic development.The current competitive market for offshore services outsourcing is very keen. India, Ireland, China, Russia, the Philippines and other countries are trying their best to win. Recalling the recent year’s development of China service outsourcing industry, in one hand with the support of government, offshore services outsourcing has been growing rapidly, on the other hand because our service outsourcing start late, the government and enterprises lack the correct understanding of the objective and our advantage or disadvantage.This article will introduce the basic concepts and economic theory of offshore services outsourcing，the status and trends of China undertaking offshore service outsourcing. Through theoretical analysis, we make up competitiveness analytical framework and then use empirical research to identify impact of these factors. Use AHP method make evaluation index system, which includes environmental, cost, human resources, marketing capability four indicators (13 secondary indicators). Analyze the situation of offshore services outsourcing between China and other outsourcing undertaking country through these indicators. After comparison we get the influencing factors of service outsourcing. Then we put forward the relevant policies and recommendations, which will help to overcome the obstacles in offshore services outsourcing.
