近年来，建立健全的儿童保护制度和体系的呼声越来越高，社会各界对于儿童保护工作所投入的关注也越来越多。儿童友好家园是我国政府对于社区儿童服务网络建设的新的尝试，它旨在通过为社区儿童、家长和社区成员提供一个娱乐、游戏、学习、教育、卫生等服务的场所，以服务为载体，宣传儿童保护理念，增强儿童权利意识，促进儿童全面发展。在近六年的推广和经验积累的过程中，儿童友好家园在越来越多的地方生根发芽，但也有专家提出，目前儿童友好家园的发展仅仅是模式的僵硬复制，其根本的宣传理念并没有得到真正的重视和传播。　　　本文以制度嵌入性的视角，把儿童友好家园作为一种制度嵌入社区基层服务体系当中时，对其行动者系统、社会子系统和环境系统中不同的因素对于家园发展产生的影响进行了描述和分析。　　　在第一章，笔者对于论文问题的提出、已有研究、相关概念、理论框架等进行了基本的介绍，为下文的内容进行铺垫。　　　从第二章到第四章，笔者在制度嵌入性的视角下，对于制度嵌入的三个影响系统，即行动者系统、社会子系统、环境系统进行了详细的分解阐释。对于行动者系统中的集体行动和个人行动，社会子系统中的资金保障、组织架构和理念，环境系统中的政府态度、社区融入和社区成员儿童观的几个方面进行了现状的描述，详尽的分析了他们对于儿童友好家园的发展过程中，在不同方面所产生的不同作用。　　　在第五章，笔者认为，影响儿童友好家园呈现目前“只有模式、没有理念”的状况的主要因素有资金问题、工作人员素质低下和社区成员保守儿童观的制约，并在文章结尾尝试的提出了建议，即争取政府支持，发掘社会资源；加强人员培训，招聘专业人才；加强社区宣传，提高社区认可。希望本文能够为推动社区儿童服务的发展提供有意义的信息。

In recent years, more and more people pay attention to the government duty of establishing and perfecting the system of child protection system, the social from all walks of life also make a lot of work on career of child protection in different areas. Child Friendly Space is a new thing which our government is trying to build and perfect the community child service network, it is for the purpose of to provide the children, parents and community members an entertainment, games, learning, education, health and other services based on community, through the service from Child Friendly Space to promote everybody`s child protection concept, strengthen the consciousness of the rights of children, promote children's all-round development. In the process of gathering experience and marketing concept in nearly six years, Child Friendly Space take root in more and more places, but there are many experts thought that most of the Child Friendly Space had built now are just a model-copying, and the fundamental concept of the service has not been reflected in daily work and accepted by most of the service recipients.　　　Based on the perspective of institutional embeddedness, taking Child Friendly Space as a kind of embedded system embed into the community service system, the author had made a detailed description and analysis from three aspects: the actor system, social subsystem and environment system.　　　In the first chapter, the author explained the problem of the paper is put forward, the existing research, related concepts, theoretical framework and the research method of this research, and made a better understanding of next part.　　　From chapter two to chapter four, based on the perspective of institutional embeddedness, there is a detailed description and analysis about three impact systems of system embedded, which are named actor system, social subsystem and environment system. For actor system there are several effect factors in collective action and personal action, the influence factors in social subsystem mainly including financing guarantee, organizational structure and related concept, also in the environment system, the factors are government attitude, community integration and the community member`s views on children. All these factors had been described and analyzed to explaining how they can put an impact on the development of Child Friendly Space and the spread of child protection concept.　　　In the fifth chapter, the author believes that the factors affect Child Friendly Space appears a present situation of "only mode, no concept" are mainly associated with money issue, staff quality and the restriction of traditional views on child. And at the end of the article, several suggestions had been brought to change the present situation, which are trying to get government support, explore the social resources; Strengthen personnel training, recruiting professionals; Strengthen community propaganda about the modern concept of child protection, enhance community recognition. Hope this article could do a little help to the development of community child service, offer some meaningful information.
