自上世纪九十年代起，我国的大学纷纷进入转型期，随着高校合并和后勤市场化等变革潮流，我国的高等教育事业进入了一个蓬勃发展的时期，高等学校之间的竞争也日益激烈，大学本身的工作效率和管理体制也有待进一步的改善和提高。另一方面，随着信息技术的迅猛发展，管理信息系统在技术和应用上都得到了高速度高层次的发展，成为现代社会的重要标志。建立高效、安全的办公系统可以大大改善学校的教学科研与管理的基础环境，而且高校教育管理信息系统的建设和应用情况在一定程度上也反映了学校管理现代化的水平。因此，建立这样一个管理信息系统，不仅是信息时代发展的需要，也是大力发展教育事业、提高大学管理水平和办学效益的必由之路。在我国高校管理信息系统建设的十来年的实践过程中，许多学校已经取得了阶段性成果，但还有不少高校尚未注重从整体上建立起学校的管理信息体系，相关的理论研究与实践探索还存在许多难点和问题。　　本文将对我国大学教育管理信息系统的建设现状进行分析，总结教育管理信息系统建设中尚存的一些问题，然后结合大学教育管理的运行模式和系统结构特点，结合我国管理信息技术的发展和应用情况，对大学教育管理信息系统建设的必要性和可行性进行了初步分析，提出系统建设的基本原则和主要步骤，研究并建立系统的整体逻辑模型，探讨系统应采用的体系结构，讨论如何选择系统开发平台和开发工具，为大学教育管理信息系统的开发和广泛使用提供理论上的依据。

The College's competition was gradually intense, work efficiency and management system of the university need improve and enhance. On the other hand, with the rapid development of the Information Technology, the Management Information System, which obtained the development of high velocity and top level in the technology and the application, became the important symbol of the modern society. Establishing effective, safe office system can greatly improve the teaching scientific research of the school and the foundation environment of the management, moreover the construction and application of the university Education Management Information System have reflected to a certain extent the school administration modernization level. Therefore, establishing this kind of Management Information System is not only the demand of information age, but also the way of the promoting education, raising the university management level and the school benefit. In Our country University Management Information System construction's ten year's practice processes, many schools had already made the gradual progress. But many universities have not yet paid great attention to the establishment of school Management Information System. And there are many difficulties and the questions in the correlation theories research and the practice exploration.The thesis will carry on the analysis to the construction present situation of our country college Education Management Information System and will summarize some remaining questions in the Education Management Information System construction. Then the thesis will also carry on the preliminary analysis to the necessity and the feasibility of the college Education Management Information System construction, propose the basic principle and the main step of the system construction, study and establish system's overall logistic model, discuss the architecture which the system should use, and discuss how select system to develop the platform and the kit, unifying the movement pattern and the system structure characteristic of college education management, the development and application of our country’s management information technology. These will provide the basis theoretically for the college Education Management Information System 's development and the widespread use.
