农村公路作为基本要素可靠保障了农民群众的生产生活,作为具有先导性和公益性的交通基础设施有效促进了农业农村的发展,属于“三农”的直接公共服务供给。党的十八大以来,以习近平同志为核心的党中央高度重视农村公路发展,明确要求进一步建设好、管理好、养护好、运营好农村公路。建设“四好农村路”是打赢脱贫攻坚战的坚实基础,是推动乡村振兴战略的关键支撑,是实现“交通强国”的重要内容,也是促进新型城镇化和旅游产业发展的迫切需要。 农村公路点多线长面广,处于公路网络的“神经末稍”,作为交通体系的“毛细血管”,二十一世纪以来建设成绩斐然,里程规模迅速增长、技术等级逐步提高、公路网络四通八达,但在实际发展中,农村公路的管养水平与干线公路和市政道路相比较为滞后,农村公路领域的主要矛盾已经转变为农村群众日益增长的高品质出行需求与不充分、不平衡发展之间的矛盾。“三分建设、七分管养”,管养是促进农村公路健康可持续发展的重要保障,长期以来“重建设、轻管养”的错误模式如果不能得以根本扭转,建设成果将毁于一旦,因此,补齐“四好”中的管理养护短板,现实意义重大。 珠海市作为粤港澳大湾区重要节点城市,经济社会发达,但东西部区域发展严重不平衡、城乡发展不协调、西部农村地区发展不充分,东部地区道路随着城市化实现了市政化,西部地区尤其斗门区仍以农业为主,城乡二元化现象突出,并仍存在大量管养缺位的农村公路,导致全市“四好农村路”建设进度缓慢。为推动珠海市“四好农村路”建设高质量发展,亦为全国其他地区提供决策参考,本文以珠海市农村公路管养问题为例,在事权下放和机构改革的大环境下,结合多头管理理论及政府流程再造理论,主要采用案例分析法和访谈法,从管养发展历程、管理体制、养护管理运行机制和管养模式等线索详细阐述了珠海市农村公路的管养现状,从多头管理致使政策碎片化、倒金字塔结构的管理体制和责任主体落实不到位等角度全面分析了珠海市农村公路管养的存在问题,从管养体制机制不顺畅、事权与配套资源未同步下放和激励制度未建立健全等方面深度解剖了造成珠海市农村公路管养问题的原因,借鉴同处于广东省珠三角并与自身情况类似的广州市推进“四好农村路”建设经验,提出对症珠海市农村公路管养问题的如下对策建议:一是从顶层设计的高度,理顺农村公路管理体制;二是从资源配置的深度,完善事权与配套资源同步下放;三是从市场经济的维度,分类有序推进养护市场化;四是从运行机制的角度,建立健全长期有效运行的制度体系。 |

The direct public service of rural roads to agriculture, rural areas and farmers is the basic condition for ensuring the production and life of the peasants, and the leading, basic and public welfare facilities for agricultural and rural development. Since the 18th National Congress of the Party, the Party Central Committee with Comrade Xi Jinping as the core has attached great importance to the development of rural roads, and has clearly demanded further construction, management, maintenance and operation of the rural public. Building the "four good rural roads" is a solid foundation for winning the battle against poverty, a key support for the strategy of promoting rural revitalization, an important content for realizing the "transportation power ", and an urgent need to promote the development of new urbanization and tourism industry. Rural roads point more line long noodles wide, in highway network "peripheral", as "the capillaries of traffic system.Since the 21st century, the construction of the rural highway has made great achievements, the scale of mileage has increased rapidly, the technical grade has been improved gradually and the road network has been connected in all directions. However, in the actual development, the management and maintenance level of the rural highway lags behind that of the trunk road and the municipal road."Three-tenths rely on construction and seven-tenths on management and maintenance ," and management and maintenance is an important guarantee for promoting the healthy and sustainable development of rural roads,attaches great importance to the construction, despise management maintenance "for a long time of error mode if it can't be fundamental change, the construction achievement will be destroyed, therefore, filling in the" four good "management maintenance, reality is of great significance. As an important node city in Guangdong-Hong Kong-Macau Greater Bay Area, Zhuhai has developed its economy and society.However, the development,which of the eastern and western regions is seriously unbalanced,which between urban and rural areas is not coordinated, which of rural areas in the western region is not sufficient, the road in the eastern region has been municipalized with urbanization, the western region is still dominated by agriculture, and the phenomenon of dualization of urban and rural areas is prominent, and there are still a large number of rural roads with lack of management and maintenance, which leads to the slow construction of the "four good rural roads" in the whole city.In order to promote the high-quality development of "four good rural roads" in Zhuhai, and to provide decision-making reference for other regions of the country, this paper takes the difficulties of rural roads’ management and maintenance in Zhuhai as an example, in the environment of decentralization and institutional reform, combined with the theory of multiple management and the theory of government process reengineering, mainly adopts case analysis and interview method to elaborate the current situation of management and maintenance of rural highway in Zhuhai from the clues of management and maintenance development course, management system, maintenance management operation mechanism and maintenance mode, etc. This paper comprehensively analyzes the existing problems of rural highway management and maintenance in Zhuhai from the point of view that the policy fragmentation and the management system of the inverted pyramid structure and the implementation of the main body of responsibility are not in place. The reasons for the problems of rural road management and maintenance in Zhuhai are analyzed in depth from the aspects of unsmooth management system mechanism, unsynchronized decentralization of administrative power and resources and undeveloped incentive system. Straighten out the rural highway management system; second, from the depth of resource allocation, improve the power and supporting resources simultaneously decentralized; third, from the dimension of market economy, classified and orderly promote the marketization of maintenance; fourth, from the point of view of the operation mechanism, establish and improve the system of a long-term effective operation. |
