国内外诸多学者已对企业政治行为展开了广泛的研究,但是由于决策不透明、内容敏感等原因,使得企业如何影响政府决策这一问题成为“黑箱”,难以窥探其中的奥秘。本文基于公共选择理论,对厦门大学MBA班级学员及厦门企业的管理人员进行问卷调查,了解厦门企业采取政治行为的基本情况。通过因子分析,将27项企业政治行为分成了七个维度:信息刺激、直接参与、迎合政绩、塑造形象、关系经营、被动反抗、顺应形势。研究发现,厦门企业广泛采取政治行为,信息刺激、迎合政绩、塑造形象、顺应形势维度下的政治行为是厦门企业普遍采用的表达方式,企业与政府的互动关系逐渐向“亲”、“清”的新型政企关系靠拢。大部分企业选择通过集体行动的方式来影响政府决策,企业规模和所有制类型对企业选择政治行为的偏好会产生影响,国有企业和大型企业在采取政治行为时具有更高的积极性。

Many scholars carried out extensive researches on corporate political behavior, both at home and abroad. However, account for the opaque decision-making process, sensitive information and other reasons, how to influence government decision-making has become a "black box", which is hard to investigate. Based on the theory of public choice, this paper makes a questionnaire survey on the students of MBA class in Xiamen University and the managers of Xiamen enterprises, to investigate which political behavior Xiamen enterprises take to express their needs. Through factor analysis, the 27 items of corporate political behaviors are divided into 7 dimensions: information stimulation, direct participation, catering to political achievements, shaping the image, relationship management, passive resistance, conforming to the trend. This study found that Xiamen enterprises adopt political behavior widely. Political behaviors in four dimensions, including information stimulation, catering to the political achievements, shaping the image and conforming to the trend, are generally ways for Xiamen enterprises to express their needs. The relationship between enterprise and government gradually moves closer to a new one which is characterized with “close” and “clean”. Most enterprises tend to influence government decision-making process through collective action. The scale of the company and ownership types have an impact on the choice of political behaviors. State-owned enterprises and large enterprises have higher enthusiasm in taking political action.
