当下全球信息化进入全面渗透、加速融合、创新发展新阶段,人类迎来了数字经济时代,此时数据成为了新的生产要素。数据驱动社会分工不断深化,超级细化的分工模式正逐渐成为一种现实,并不断孕育数字经济的新业态、新产业和新商业模式。2015年以来,新版国家职业分类大典连续发布四批新职业,比如我们所熟知的外卖、网络直播等均已“转正”,有了网约配送员、网络营销师等正式职业称谓。新职业的颁布一方面是社会分工深化的表现形式,另一方面也将引领经济发展新趋势。本文从人类社会分工发展史角度出发,剖析了分工深化和职业演进的逻辑主线,分析了数字经济时代新职业对经济发展的影响。研究发现以下结论: 一是,社会分工深化是新职业产生的逻辑主线,数字技术创新和人们的美好生活需要是数字经济时代新职业产生的驱动力。新职业是社会分工深化的必然产物,纵观整个人类社会分工史,可以总结为六次社会大分工,分别以游牧部落从其余的野蛮人群中分离出来、手工业和农业的分离、商人阶级的出现、第三产业的兴起、信息时代的到来、数字经济的发展为标志事件,在每次社会分工大背景下产生了各种各样的新职业,新旧职业交替见证了整个社会的发展,同时也满足了人们对美好生活的追求。二是,数字经济时代,就业政策扶持、数字技术赋能、就业观念转变是新职业发展的现实基础。当下新职业发展呈现供需两旺的局面,人才缺口巨大,许多新职业成长基础相对薄弱,面临市场发育和监管体系不完善、权益保障不到位及培训力度不足,社会认同度仍需加强等问题。三是,数字经济时代,新职业作为社会分工的产物从数字技术、产品、人才、企业等多维度共同促进了专业化发展,开启了“分工深化—新职业产生—专业化发展—生产率提高—市场扩张—分工深化”循环持续机制,发挥了“永动机”作用。近年来,我国颁布的新职业将成为新的经济增长点,不仅促使农业生产信息化,工业制造智能化,垄断行业竞争化,家务劳动社会化等传统产业活力得到极大释放,而且也驱动新兴数字产业蓬勃发展,成为了我国经济提质增速的新动能和增长点。四是,数字经济时代中国经济循环呈现新的特征,借助数字技术赋能,各个生产环节不断优化,生产智能化不断发展。数字经济催生了数字化零售,流通方式由传统依靠层层分销的流通体系转变为网络流通体系,消费模式也呈现数字化。新职业通过提升数据生产力,优化数据生产关系对生产方式产生重要影响,同时新职业通过畅通生产过程为加快经济循环提供了有力支撑。五是,数字经济时代,新职业改变了企业用工模式,促使灵活就业盛行发展,其劳动关系也发生新变化,表现为劳动本身从属方式不断弱化,劳动资料提供方式多方并存,劳动过程监督方式技术强化,劳动产品归属方式权属不明,劳动报酬支付方式灵活多样,劳动权益保障方式仍需加强。 |

At present, global informatization has entered a new stage of comprehensive penetration, accelerated integration and innovative development. Mankind has ushered in the era of digital economy. At this time, data has become a new factor of production. The data-driven social division of labor continues to deepen, and the super detailed division of labor model is gradually becoming a reality, and continues to breed new business forms, new industries and new business models of digital economy. Since 2015, the new edition of the national classification of occupations has released four batches of new occupations in a row, such as takeout and webcast, which we are familiar with, have been "confirmed", and have official professional titles such as online appointment distributor and online marketer. On the one hand, the promulgation of the new occupation is the manifestation of the deepening of social division of labor, on the other hand, it will also lead the new trend of economic development. From the perspective of the development history of division of labor in human society, this paper analyzes the logical main line of deepening division of labor and career evolution, and analyzes the impact of new occupations on high-quality economic development in the era of digital economy. The study found the following conclusions: First, the deepening of social division of labor is the logical main line of the emergence of new occupations. Digital technology innovation and people's needs for a better life are the driving forces of the emergence of new occupations in the era of digital economy. New occupations are the inevitable outcome of the deepening of social division of labor. Throughout the history of human social division of labor, it can be summarized into six major social divisions of labor, which are marked by the separation of nomadic tribes from the rest of barbarians, the separation of handicraft industry and agriculture, the emergence of the merchant class, the rise of the tertiary industry, the arrival of the information age and the development of digital economy. Various new occupations have been produced under the background of each social division of labor, The alternation of new and old occupations has witnessed the development of the whole society and met people's pursuit of a better life. Second, in the era of digital economy, employment policy support, digital technology empowerment and the transformation of employment concept are the realistic basis of new career development. At present, the development of new occupations is booming in both supply and demand, with a huge talent gap. The growth foundation of many new occupations is relatively weak. They are faced with problems such as imperfect market development and regulatory system, inadequate rights and interests protection, insufficient training, and still need to strengthen social recognition. Third, in the era of digital economy, new occupations, as the product of social division of labor, have jointly promoted the development of specialization from multiple dimensions such as digital technology, products, talents and enterprises, opened the circular and sustainable mechanism of "deepening division of labor - emergence of new occupations - Specialization Development - productivity improvement - market expansion - deepening division of labor", and played the role of "perpetual motion". In recent years, the new occupations promulgated by China will become a new economic growth point, which not only greatly releases the vitality of traditional industries such as agricultural production informatization, industrial manufacturing intelligence, monopoly industry competition and housework socialization, but also drives the vigorous development of emerging digital industries, and has become a new driving force and growth point for China's economic quality and growth. Fourth, in the era of digital economy, China's economic cycle presents new characteristics. With the help of digital technology, all production links are continuously optimized and production intelligence is continuously developed. Digital economy has given birth to digital retail. The circulation mode has changed from the traditional circulation system relying on layer by layer distribution to the network circulation system, and the consumption mode is also digital. New occupations have an important impact on the mode of production by improving data productivity and optimizing data production relations. At the same time, new occupations provide strong support for speeding up the economic cycle by unblocking the production process. Fifth, in the era of digital economy, new occupations have changed the employment mode of enterprises, promoted the prevalence and development of flexible employment, and new changes have taken place in their labor relations, which are manifested in the weakening of the subordinate mode of labor itself, the coexistence of various ways of providing labor materials, the strengthening of labor process supervision methods and technologies, the unclear ownership of labor products, the flexible and diverse payment methods of labor remuneration, and the protection methods of labor rights and interests still need to be strengthened. |
