宁夏是一个经济欠发达的少数民族地区,特别是工业发展以能源重化工加工转换为主,重型化特征明显,产业结构较为单一。特别是占全区地区国内生产总产值50%以上的工业主要以电力、冶金、化工、建材、煤炭为主，对能源和资源的消耗明显较高，2005年地区万元GDP能耗和万元工业增加值能耗均排在全国倒数第一。宁夏的产业结构特点决定了宁夏今后一段时间对能源的消耗必将会增加,完成国家制定的节能目标面临十分严峻的形势。目前宁夏的节能政策针对性不强，过于笼统，且操作性差，不能真正实现区域发展目标。本文通过比较国内外经济发达地区包括节能政策在内的区域经济政策的经验，分析当前宁夏能源消耗和节能工作的现状，针对区域政策特别是节能政策制定的内容不明晰，针对性不强，目标单一，管理不规范、节能行政主管部门职能弱化，节能主体责任不明确，全社会对节能工作的宣传力度不足和认识不到位等问题，提出宁夏节能政策的一系列基本政策导向， 进而制定相互之间协调配套,相对成熟的节能区域政策体系，改变目前宁夏节能区域公共政策的单一目标倾斜和孤立发展的特征，实现节能区域公共政策目标多样化, 构建配套协调的节能区域公共政策体系，努力完成“十一五”节能目标，促进宁夏区域经济谐调发展。

As an undeveloped ethnic minority region, Ningxia has a simplex industrial structure featuring processing transforming of energy and heavy chemical industry. The industries occupying 50% of regional GDP, such as electric power, metallurgy, chemical industry, building materials, coal, obviously consume higher energy and resources. In 2005, the energy consumptions both per 10,000 GDP and 10,000 industrial added value in the whole region rank first from the end nationwide.Depending on the features of Ningxia industrial structure, Ningxia will take advantages of energy resources . The energy conserving policy of Ningxia was made without consideration of regional characteristics, status quo of industrial structure, period target of future development as well as reality that Ningxia will consequentially develop the high energy consumption industries based on ladderlike transfer national industrial structure, which is not specific enough to realize the regional development target and to meet the request of sound and fast development. Referring to experiences of economically developed regions both home and abroad in regional ecnomic policy making including energy conserving policy, the thesis analyzes the status quo of present Ningxia energy consuming and conseving work. Aiming at the ambiguous content of regional poicies in cluding energy conseving policy, low pertinency, simplex target, nonstandard management, weak function of energy conseving adminstration, uncertain responsible body of energy conseving and insufficient publicity and understanding of nergy conseving work by whole society as well, the thesis proposes the guideline of basic policies concening energy conseving and futher make a coordinated and relatively mature energy conseving regional policy system, which could change present Ningxia engergy conserving regional public policies featuring simplex target and isolated development, realize the diversification of energy conserving regional public policis’ targets, build up the coordinating energy conserving regional public policy system, achieve energy conserving targets of the 11th 5-year plan and promote the harmonious development of Ningxia regional economy.
