当今,经济社会快速发展,电力行业作为关系国计民生的支柱行业,国家电网有限公司作为大型央企的典型代表,其组织管理模式必须适时调整能够适应外部环境的不断变化,这就要求企业的管理模式必须向“集约化、扁平化、专业化”的方向转变。而组织作为企业运行发展支撑和执行单位,无疑是企业保持可持续生存与发展的关键所在,企业发展的各个阶段必将需要相应的组织系统作为载体。 现阶段,我国电网运行维护和检修的管理模式,包括企业内部的组织管理方式较为粗放,企业组织结构层级较多,各职能部门设置繁杂,对建设和发展新型智能电网造成很大掣肘。这必然要求企业从职能部门设置、核心资源配置、业务流程体系等多方面进行全面优化,及时转变现有的电网企业运转模式。因此,不管是从电网运行检修等生产装备和技术水平发展出发,还是从企业组织管理模式要适应企业内外部生存环境出发,电网企业都已到了必须对组织进行变革的阶段,包括组织结构的重新优化设计以及将职能管理转变为流程管理等方面,进而提升电网运行效率和服务经济社会发展水平。 本论文以W供电公司为研究对象,探讨如何实施基层县供电企业组织变革,构建一套适应供电企业高质量发展和服务水平的组织体系,以实现现代企业管理的要求。论文研究思路是从W供电公司现状出发,分析研究了当前组织体系在管理和流程上存在的问题,研究探讨构建趋于“集约化、扁平化、专业化”模式的供电企业的具体措施,包括结构的变革、业务流程的变革等方面,探索建立起一套县供电企业组织变革的方案设计和测评体系,从而为我国供电企业包括电力相关企业的组织变革提供有益参考。 本文首先提出选题背景和研究意义,在概述相关组织变革理论和国内外研究现状基础上,通过分析W供电公司组织变革历史以及现在企业发展面临的内外部环境、现有组织结构对战略目标实现、电网生产运行等方面,并结合W供电公司的实际发展,结合作者在W供电公司多年的工作经验,借助扁平化组织和业务流程再造等理论,分析研究W供电公司组织结构存在的问题和变革必要性,重新梳理设计适应W供电公司发展的组织变革方案,制定可操作可执行的变革管理措施,以提升企业综合竞争能力和管理水平,为企业可持续发展并保持基业长青打下坚实的基础。

Nowadays, the development of the economy and society is rapid, the power industry, as a pillar industry related to the national economy and the people's livelihood, SGCC, as a typical representative of large central enterprises, its organizational management model must be able to adapt to the changing external environment, which requires the management model of the enterprise must be intensive, specialization, and flattening. Organization, as the supporting and executing unit of enterprise operation and development is undoubtedly the key to maintaining sustainable survival and development. The various stages of enterprise development will require the corresponding organization system as a carrier. At this stage, the management mode of operation and maintenance and overhaul of SGCC, including the internal organization and management mode of the enterprise, is relatively extensive, and the organizational structure of the enterprise is relatively high. The various functional departments are complicated to set up, which is a great constraint to the construction and development of the new smart grid. This inevitably requires enterprises to comprehensively optimize from the functional department setting, core resource allocation, business process system and other aspects, and timely transform the existing grid enterprise operation mode. Therefore, whether it is from the development of production equipment and technology level such as power grid operation and maintenance, or from the enterprise organization management mode to adapt to the internal and external living environment of enterprises, grid enterprises have reached the stage of transformation of the organization, including the reorganization of organizational structure. Optimize design and transform functional management into process management to improve grid operation efficiency and service economic and social development. This paper takes W Power Supply Company as the research object, discusses how to implement organizational reform of power supply enterprises in grassroots counties, and builds an organizational system that adapts to the high-quality development and service level of power supply enterprises to realize the requirements of modern enterprise management. The research ideas of the thesis are based on the current situation of W Power Supply Company, analyzing the problems existing in the management and process of the current organizational system, and researching and exploring the specific measures for constructing power supply enterprises that tend to be intensive, specialized and flat, including the institutions. In terms of changes and changes in business processes, we explored the establishment of a program design and evaluation system for the organization reform of county power supply enterprises, thus providing a useful reference for the organizational transformation of power supply enterprises, including power-related enterprises.This paper first proposes the background and significance of the topic selection. On the basis of summarizing the relevant organizational change theory and the research status at home and abroad, it analyzes the history of organizational change of W Power Supply Company and the internal and external environment and the existing organizational structure of enterprise development. In terms of power grid production and operation, combined with the actual development of W Power Supply Company, combined with the author's many years of work experience in W Power Supply Company, with the theory of flat organization and business process reengineering, analyze and study the problems and changes in the organizational structure of W Power Supply Company. Necessity, redesign the organizational transformation plan that adapts to the development of W power supply company, and operationalized change management measures to improve the management level of the company, increase the overall competitiveness, and establish a solid foundation for the sustainable development of the company.
