随着国家“一带一路”倡议的有效实施，近些年来我国企业经营在海外迅速发展，企业在海外履行社会责的任问题也逐渐引起了国际和国内各界的广泛重视。企业社会责任的履行情况正越来越多地在国内企业的国际发展道路上，在国际树立良好的企业品牌形象上起到了重要的作用。我国企业的海外业务发展过程，受到国际、国内、东道国等诸多因素的作用和影响。伴随我国经济体制的改革和发展，国有企业的社会地位日益增强，因此，国有企业应该认真承担起社会责任，为促进经济发展和改善民生作出贡献。随着政府和全民的支持，我国企业已经取得了长足的进步，并且越来越重视社会责任。“一带一路”倡议，带动了我国许多国有企业进行海外投资发展，大量的技术输出、人才输出、资金注入促进了国有企业跨国业务的加速发展。在走出去的同时，企业如何避免境外经营的风险，实现政治、经济、社会效益的双赢，是我国跨国企业在海外发展过程中所遇到的一个重要的论题。“一带一路”倡议的推出为中国的电力能源行业带来了巨大的变革，促进了“走出去”的实施。随着全球化的加快，在国际上开拓和对电力能源行业的运营管理日益成为一个重要问题，这是由于它们拥有广泛的行业影响、大量的就业机会、严重的环境污染威胁以及众多的利益相关者。为了让东道国政府和公众满意，同时也为了确保企业的可持续发展，这些企业务必要在当前的国际形势下，做出更大的努力。为了更准确地评估我国电力能源类企业在海外的社会责任履行承担情况，本研究将着重探讨它们的优势和缺陷。

经过系统的调查和分析，我们对当前该行业的社会责任披露情况进行了深入的探讨。以利益相关者等社会责任问题的有关理论为基础，对我国电力能源类企业在海外履行社会责任的特征和复杂性展开了进一步的分析，并从利益相关者的视角入手，遵循合适的社会责任指标选择原则。采用文献法和其它调查手段，确定电力能源类企业海外社会责任的主要指标因素，使用问卷调查法和层次分析法（AHP）确定各层级因素的权重，在此基础上，建立了一套评估中国电力能源类企业境外CSR绩效的指标体系。通过对六大社会责任履责要素得分所表现出来的不同的趋向特点的分析，可以帮助我们对该产业的国外履责做出一个较为客观的评估。在对企业的社会责任履行情况进行了研究之后发现，在实践中，我们所建立的一套适合于公众需求的、符合我们国家国情的，为我国的电力能源类企业在海外发展中能够拥有更加完善的社会责任管理体系提供参考和建议。

With the effective implementation of the national "the Belt and Road" initiative, Chinese enterprises have developed rapidly overseas in recent years, and the responsibility of enterprises to fulfill their social responsibilities overseas has gradually attracted extensive attention from all walks of life at home and abroad. The fulfillment of corporate social responsibility is increasingly playing an important role in the international development path of domestic enterprises, and in establishing a good corporate brand image internationally. The overseas business development process of Chinese enterprises is influenced and influenced by many factors such as international, domestic, and host countries. With the reform and development of China's economic system, the social status of state-owned enterprises is increasingly strengthening. Therefore, state-owned enterprises should take social responsibility seriously and contribute to promoting economic development and improving people's livelihoods. With the support of the government and the general public, Chinese enterprises have made significant progress and are increasingly emphasizing social responsibility. The "the Belt and Road" initiative has driven many state-owned enterprises in China to make overseas investment and development. A large number of technology exports, talent exports and capital injections have accelerated the development of state-owned enterprises' transnational business. How to avoid the risks of overseas operations and achieve a win-win situation in political, economic, and social benefits while going global is an important topic faced by Chinese multinational enterprises in their overseas development process. The launch of the "the Belt and Road" initiative has brought great changes to China's power and energy industry and promoted the implementation of "going global". With the acceleration of globalization, exploring and managing the operation of the power energy industry internationally has increasingly become an important issue, due to their broad industry influence, abundant employment opportunities, serious environmental pollution threats, and numerous stakeholders. In order to satisfy the host government and the public, as well as ensure the sustainable development of enterprises, these enterprises must make greater efforts in the current international situation. In order to more accurately evaluate the social responsibility performance of China's power and energy enterprises overseas, this study will focus on exploring their advantages and disadvantages.

After systematic investigation and analysis, we have conducted in-depth discussions on the current social responsibility disclosure situation in the industry. Based on the relevant theories of social responsibility issues such as stakeholders, further analysis was conducted on the characteristics and complexity of China's power and energy enterprises fulfilling their social responsibility overseas. Starting from the perspective of stakeholders, appropriate principles for selecting social responsibility indicators were followed. Using literature review and other survey methods, the main indicator factors of overseas social responsibility of power and energy enterprises were determined. The weights of various levels of factors were determined using questionnaire survey and Analytic Hierarchy Process (AHP). Based on this, a set of indicator systems was established to evaluate the overseas CSR performance of China Power Energy Company. By analyzing the different trend characteristics of the scores of the six major elements of social responsibility performance, we can help us make a more objective evaluation of the foreign performance of the industry. After conducting research on the company's social responsibility fulfillment, it was found that in practice, we have established a set of social responsibility management systems that are suitable for demand and in line with our country's national conditions, providing reference and suggestions for China's power and energy enterprises to have a more comprehensive social responsibility management system in overseas development.
