在全面实现建成小康社会、完成中华民族伟大复兴的过程中,警察担负着保卫国家安全、维护社会稳定、保障人民群众安居乐业等历史使命,责任重大、任务繁重。而在公安大局中,北京警察肩负着维护首都社会安全稳定的重要职责,对他们工作满意度的影响因素进行研究并提出改善工作满意度的相关策略,对提升首都公安队伍凝聚力和战斗力有重要积极的意义。

笔者主要选取北京市公安局警察为样本展开研究,通过对北京警察工作满意度的现状进行整体描述、初步探讨,依据以赫兹伯格的双因素理论为基础,参照明尼苏达工作满意度量表,作为本案例调查问卷(《北京市公安局民警工作满意度影响因素调查问卷》)设计的主要内容依据,采取问卷调查、工作访谈等方法,以及结合本人作为首都警察的工作实际体会,能够客观地描述样本对象的工作满意度。并结合问卷调查数据,使用SPSS统计软件分析北京警察工作满意度及相关影响因素,充分使用描述性分析、相关性分析等方法,结合工作访谈结果及笔者本人的切身工作体会,深入探讨性别及年龄等人口学因素、工资福利及晋升机会等与工作满意度相关的多个因素与工作满意度之间的关系。依据研究结果,最终初步提出提升北京市公安局警察工作满意度的相关策略,希望通过此研究为制定人力资源管理规划提供些许理论依据,为北京公安警察队伍建设提供一定的理论参考。

在对民警深度访谈及调查问卷的结果进行统计分析表明,北京警察总体工作满意度均值为3.22(五点法自“非常不赞同”至“非常赞同”分别取值1→5),稍高于预设之中位数3,提示北京警察对自身职业目前的工作状态处于认可与不认可之间,轻度偏向于认可。工资福利、晋升机会、社会评价、同事关系、领导关系、工作条件会对工作满意度产生显著的正向影响,工作压力对工作满意度产生显著负向影响,年龄、工作年限与工作满意度有显著的正向影响关系,年龄越大、工作年限越长,工作满意度越高;已婚警察整体工作满意度高于未婚警察。基层派出所民警的满意度比较低,其中担任领导职务警察满意度则最高。警察工作满意度受到年龄、工作年限、工作岗位、工资福利、晋升机会、社会评价、同事关系、领导关系、工作条件、工作压力等各因素影响,针对上述结果,结合笔者切身体会,提出了提升北京警察工作满意度的对策与建议,需从五个方面进行提升,分别为:一是提升薪资福利水平,从基本需求上提高警察的满足感;二是明确警察职责定位减少非警务活动,从工作任务上减轻警察工作压力;三是改善警察工作条件,从软硬件上保障工作效率;四是完善警察的职业生涯管理,增强警察的自我实现与职业成就感;五是提升舆论宣传与群众满意度,增强警察的职业认同感。

In the progress of building a moderately prosperous society in all aspects and fulfilling the Chinese dream of great national renewal, the police force are committed to the far-reaching missions from safeguarding national security, maintaining social stability, to escorting the sound and rapid development of the socialist economy, which is of great historical significance. Amidst the whole public security system, Beijing police shoulder the critical responsibility of maintaining the security and stability of society. It is hence of positive significance to probe into the factors affecting their job satisfaction and propose relevant strategies to improve job satisfaction, with a view to elevating their cohesiveness and combat effectiveness.

This is an empirical study centered on police’s job satisfaction in Beijing Municipal Public Security Bureau. Having holistically described and preliminarily discussed the status quo of Beijing police’s job satisfaction, this paper formulated the "Beijing Municipal Public Security Bureau Civilian Police Job Satisfaction Factors Questionnaire" according to the Minnesota Job Satisfaction Scale and based on the hierarchy of needs theory and equity theory. Through this questionnaire, work interviews, literature review, and the author's actual work experience as police working in the Beijing Public Security Bureau, the study depicted Beijing police's job satisfaction in a more comprehensive, objective and specific manner. Based on the questionnaire survey data, SPSS was used to study Beijing police job satisfaction and its influencing factors. By employing descriptive analysis, correlation analysis and other methods, combined with work interview results and the author’s personal experience during work, this research conducted in-depth discussion regarding demographic factors, including gender and age, wages and benefits, promotion opportunities, and other seven factors related to job satisfaction. Based on the research results, the relevant strategies for improving the police job satisfaction of the Beijing Public Security Bureau were initially put forward. It is hoped that this study will provide some theoretical basis for scheming human resources management plans and targeted references for reinforcing the police troops construction at the Beijing Public Security Bureau. 

Through further statistical analysis of the questionnaire results, it was indicated that the average job satisfaction of the Beijing police was 3.22 (based on the 5-point Likert scale, ranging from “strongly disagree” at 1 to “strongly agree” at 5), which was slightly higher than the presupposed median, i.e., 3, suggesting that the stance of the participants in terms of their current job satisfaction as a member of the Beijing police force lies very close to edge of the defining line between “appreciate” and ”does not appreciate”, slightly more inclined towards the “appreciate” side. Wage benefits, promotion opportunities, social evaluation, colleagues’ relations, leadership relations, working conditions have a significant positive impact on job satisfaction,but work stress have a significant negative impact on job satisfaction .Also, age, working years, and job satisfaction have a significant positive impact relationship. Specifically, the older they were, and the longer they worked, the higher their job satisfaction would be; the overall job satisfaction of the married police officer was higher than that of the unmarried police officer. The police at the grassroots police stations had the lowest satisfaction, while the police holding the leadership positions had the highest satisfaction.

The overall job satisfaction of Beijing police was affected by various factors such as age, working years, jobs, wages and benefits, promotion opportunities, social evaluation, colleagues' relations, leadership relations, working conditions, work pressure, etc., In response to the above results, combined with the author's personal experience, countermeasures and suggestions for improving the job satisfaction of Beijing police was proposed, which was divided into five aspects: first, raise the level of salary and benefits to improve police’s satisfaction from basic needs; second, clarify and reposition police duties, thereby reducing non-police activities and relieving their work pressure from the aspect of tasks; third, improve the working conditions of police, so as to guarantee the work efficiency materially and spiritually; fourth, complete the professional career management of police, enhancing their sense of self-realization and professional achievement; fifth, promote propaganda and public satisfaction, thus bolstering police’s occupational identity.
