高等教育的研究视角是多维度的,新制度主义就是其一。新制度主义自产生以来,就是一个蓬勃发展的理论新视角。本文就是以新制度主义的独特视角来研究我国的高校教师评价制度,以期探寻教师评价制度的生成和变迁的规律。 高校教师是我国高等教育建设的关键因素,其整体素质决定了高校的学术水平;只有高校教师队伍不断得优化和发展,才能提高我国的科技创新水平,培养更多更好的人才。教师评价制度作为考核教师的技术手段,发挥着重要的引导、监督和激励机制,影响着教师队伍的建设。高校教师评价制度是高校管理体制的重要组成部分,研究高校教师评价制度有着重要的现实意义和战略意义。 本文分析了我国高校教师评价制度的生成和变迁。以改革开放为起点,把我国的高校教师评价制度分为三个大的阶段:其一为改革开放至1985年;其二为1986年至1992年;其三为1993年至至今。不仅梳理了高校教师评价制度的相关法律法规,还通过对当时经济和政治的制度环境以及高校自身变迁的分析,来说明我国的高校教师制度生成和变迁是制度环境的产物,因旧制度的危机而是不断去制度化、建构新制度的过程。我国高校教师评价制度在每个发展阶段都有其特征,也有其矛盾点。正是因为外部和内部制度因素的冲突,或者制度内部因素的张力空间,使得我国的高校教师评价制度持续变迁。 在此基础上,又指出我国高校教师评价制度现在面临的合法性危机:我国高校教师评价制度体现浓厚的行政模式色彩;轻教学重科研和学术腐败;教师对高校教师评价制度的文化认同度低。最后,针对高校教师评价制度存在的问题,提出了高校教师评价制度变迁的有效途径,如建构政府与高校的新型关系;实行高校民主管理制度;高校组织文化的建立等。

The perspectives to the study of Higher Eduction are multi-dimensions,the one of which is The New Institutionalism. Since its inception in 1960s,it is a rapid development of new angle theory.This paper studies University Faulty Evaluation System in the perspective of The New Institutionalism in order to explore the rules of institutional formation and institutional change of University Faulty Evaluation System in our country University faulty is the essential factor in the building of our Higher Education ,their whole level and quality have a direct impact on Higher Education quality and the faulty’s academic research level.Improving the innovative ability of science and technology and cultivateing a group of people who are more excellent only when university faulty keep on optimizing and developing.As a technological means ,University Faulty Evaluation System is playing a more and more important role in guiding,supervising and rewarding mechanisms.University Faulty Evaluation System is an important component of the internal management system of Higher Education.On the Problem of University Faulty Evaluation System has practical significance and strategic significance. This paper analyses institutional formation and institutional change of University Faulty Evaluation System in our country.Since the reform and opening up policy,University Faulty Evaluation System can be mainly divided into three phases:first,from the reform and opening up to 1985;second,from 1986 to 1992;third,from 1993 to now. Relative laws and rules of University Faulty Evaluation System are tidied up,at the same time , institutional formation and institutional change are thus the products of institutional environment by the analysis of institutional changes of economy,political system and the system for managing colleges and universities.Institution changes due to the legitimate crisis of The old Institutionalism.One of the changing paths is competed by exterior pressures.The paper uncovers the interest conflicts and institutional dilemmas of Chinese University Faulty Evaluation System. On that basis , taking an overview of University Faulty Evaluation System in China,there are so many problems ,for instances ,administrative pattern;teaching and scientific researching are not in balance;academic corruption and loss of academic norms;the degree of cultural identity of university faulty is low.In the upshot,some measures of reformable approach are proposed ,including:a new interactive relationship among governments and universities, democratic management system of higher education;personnel management system of higher education;improvement of university faulty evaluation system and optimization of organizational culture in universities.
