互联网背景下，公共政策议程设置越来越容易受到网络舆论的影响。本研究以20例网络热议的焦点事件为研究对象，运用清晰集定性比较分析方法（QCA）分析影响网络舆论触发公共政策议程的因素，以期揭示互联网环境下的公众舆论在什么样的情况下容易触发公共政策议程，以及这些因素又是如何作用与组合的。研究发现网络意见领袖对网络舆论的导向起着关键作用，舆论热度，政策诉求，网民情绪，高层政治领袖的回应也都助推政策议程的开启。

In the context of the Internet, the setting of public policy agendas is increasingly susceptible to online public opinion. This study takes 20 cases of hot topics in the network as the research object, and uses the qualitative comparative analysis method (QCA) to analyze the factors that influence the public opinion agenda of the network public opinion, in order to reveal under what circumstances online public opinion triggers the public policy agenda and how these factors work and combine. The study found that online opinion leaders played a key role in the direction of online public opinion. Public opinion, policy appeals, Internet users' emotions, and high-level political leaders' responses also boosted the opening of the policy agenda.
