    基层公职人员是县乡级政府部门履行职权的中坚力量,是党和国家落实具体事务的重要保障,他们坚持走在社会发展进步的第一线并服务着基层广大群众。基层公职人员面对繁重的工作要求和任务,当有限的时间和精力导致工作和家庭之间出现干扰和矛盾时,就会影响其家庭和工作幸福感,也会直接影响自身的主观能动性。作为家庭生活中的“顶梁柱”和乡村振兴主战场上的“排头兵”,离不开他们的全身心投入和付出。通过对相关理论和文献的回顾和整理,国外关于工作家庭冲突对幸福感影响的研究比国内更加具体和广泛,但仍有一些不足之处。例如,以往研究侧重于对工作或家庭层面的单一领域影响的探讨,很少将家庭幸福感和工作幸福感相结合,大多也仅仅涉及组织层面的调节效应。

    本研究以新疆W县基层公职人员为对象,分别从个人的心理机制和家庭的外部干预中引入心理脱离和家庭支持作为调节变量,分析两者的调节效应。通过整理文献,以工作家庭的关系理论、资源保存理论、努力-恢复模型等作为理论研究的基础,列出研究假设并搭建模型,对550名(有效收回514份)新疆W县基层公职人员开展问卷调查获得原始数据资料,在确保问卷的信效度符合要求的基础上,利用统计软件进一步开展了描述性、相关性等统计分析,通过回归分析检验了有调节的中介效应,验证得出了以下主要结论:(1)工作家庭冲突分别负向影响家庭幸福感和工作幸福感;(2)家庭幸福感正向影响工作幸福感;(3)在工作家庭冲突与工作幸福感之间,家庭幸福感起到中介作用;(4)心理脱离和家庭支持分别调节了家庭幸福感在工作家庭冲突与工作幸福感间的中介作用。

     在实证研究结果的基础上,通过面对面和电话访谈的方式,对新疆W县10名基层公职人员进行了半结构化访谈,探讨并提出提升幸福感的科学解决方案和措施。在缓解工作对家庭的干扰和冲突方面,通过提升个人综合素质能力,持续加强基层减负力度,完善并落实关心关爱机制,实施工作家庭平衡计划;在提升家庭幸福感方面,通过提升生活质量水平,打通沟通交流渠道,营造和谐家庭氛围;在提升心理脱离方面,通过加强时间规划和管理,改善工作之余的文化生活;在加强家庭支持方面,通过强化家人的情感投入和提供更多的工具性帮助。

Grassroots public officials are the backbone of county and township-level government departments in performing their duties and responsibilities, and are important safeguards for the Party and the State in implementing specific affairs. They insist on walking on the front line of social development and progress and serve the masses at the grassroots level. Faced with heavy work requirements and tasks, grassroots public officials' family and work happiness will be affected when limited time and energy lead to interference and contradictions between work and family, which will also directly affect their own initiative. As the "pillar" of family life and the "leader" in the main battlefield of rural revitalization, their full commitment and dedication are indispensable. Through reviewing and organizing related theories and literature, foreign studies on the effects of work-family conflict on happiness are more specific and extensive than those in China, but there are still some shortcomings. For example, previous studies have focused on exploring the effects of a single domain at the work or family level, and few studies have combined family well-being with work well-being, and most of them have only involved the moderating effects at the organizational level.

This study was conducted with grassroots public employees in W County, Xinjiang, and introduced psychological disengagement and family support as moderating variables from individual's psychological mechanisms and family's external interventions, respectively, to analyze the moderating effects of both. By compiling the literature and using the relationship theory of working families, conservation of resources theory, and effort-recovery model as the basis of theoretical research, the research hypotheses were listed and the model was constructed. 550 (514 validly returned) grassroots public employees in W County, Xinjiang were surveyed to obtain the original data information, and on the basis of ensuring that the reliability of the questionnaire met the requirements, statistical software was used to further conduct descriptive, The following main conclusions were drawn from the validation: (1) Work-to-family conflict negatively affects family well-being and work well-being, respectively; (2) family well-being positively affects work well-being; (3) family well-being plays a mediating role between work-to-family conflict and work well-being; (4) psychological detachment from work and family support respectively moderated the mediating role of family well-being between work-to-family conflict and work well-being.

Based on the results of the empirical study, semi-structured interviews were conducted with 10 grassroots public officials in W County, Xinjiang, through face-to-face and telephone interviews to explore and propose scientific solutions and measures to enhance well-being. In terms of alleviating work-to-family interference and conflict, the work-to-family balance plan was implemented by enhancing personal comprehensive quality capabilities, continuously strengthening grassroots burden reduction efforts, improving and implementing care and concern mechanisms; in terms of enhancing family well-being, by improving the quality of life level, opening up communication channels, and creating a harmonious family atmosphere; in terms of enhancing psychological detachment, by strengthening time planning and management, and improving work In terms of enhancing family support, by strengthening the emotional input of family members and providing more instrumental help.
