在气候变化和可持续发展日渐重要的当下，低碳化行为对实现全球气候目标至关重要。本文旨在探讨中国城乡女性在低碳行为实践上的差异，并构 建城市女性和农村女性的低碳化行为评价指标体系。首先明确定义低碳化行为，将其分为私人领域行为和公共领域行为，基于此构建了城乡女性低碳化行为评价指标体系，通过层次分析法确定各级指标的权重，并根据现有数据确定了各指标的基准值和评分细则。了解女性低碳化行为的城乡差异，并构建相应的评价指标体系，有助于组织促进组织的人力资源管理创新，采取具体措施鼓励女性成员参与更多环保低碳活动，以实现组织的可持续发展目标，也有助于政府制定更具针对性的气候政策，促进城乡一体化发展和性别平等。

At a time when climate change and sustainable development are becoming increasingly important, decarbonization behaviors are crucial to achieving global climate goals. The purpose of this paper is to explore the differences between urban and rural women's practices of low-carbon behaviors in China, and to construct an evaluation index system of low-carbonization behaviors for urban women and rural women. Firstly, we clearly define low-carbon behaviors and classify them into private and public domain behaviors, based on which we construct an evaluation index system for low-carbon behaviors of urban and rural women, determine the weights of each level of indexes through the hierarchical analysis method, and determine the baseline values and scoring rules of each index based on the available data. Understanding the urban-rural differences in women's low-carbon behaviours and constructing a corresponding evaluation indicator system will help organizations to promote innovation in human resource management and take specific measures to encourage female members to participate in more environmentally friendly and low-carbon activities, so as to achieve the organization's sustainable development goals, and it will also help the Government to formulate a more targeted climate policy to promote integrated urban-rural development and gender equality.
