第二次世界大战以后，中东地区就成为美国的战略目标，从此也开始了美国和以色列特殊关系的构建过程。美国大力支持犹太复国主义运动，并促成了以色列国家的建立。自此以后，美国就将以色列的生存和安全视为自己的责任，两国亲密无间，逐渐发展成美以特殊关系。美国和以色列并没有签署正式的条约，彼此不是真正意义上的盟国关系。但是半个多世纪以来，美国对以色列始终不离不弃，承担着以色列的生存与发展的重任：一直向以色列提供大量的经济、军事支持，以色列几乎平均每年可以从美国得到近30亿美元的无偿援助。这样的特殊关系使得世人不得其解，更令学术界称奇。对于美以特殊关系的原因解析，学者们也是见仁见智众说纷纭，从侧面显示出美以特殊关系背后的复杂性。本文主要探讨美以两国形成特殊关系的原因之——文化因素。美国和以色列有着相似的文化背景，在相互的交往中形成较高程度的文化认同。本文中的“文化”不是泛泛而谈，而是具体涉及到两国的宗教情缘、熔炉文化、政治理念以及国民价值观这几大因素，两国间文化的相似性，成为维系其特殊关系的一大重要原因。美以两国的宗教都极为发达，宗教在这两个国家中占有十分重要的地位，影响着人们生活的方方面面，由于美以两国的宗教存在着一定的“血亲”关系，这在很大程度上成为双方关系稳定的纽带。此外，美以两国都是移民国家，存在着相似的移民文化，并且美国的犹太人在美国具有双重的身份，是具有美国国籍的以色列移民。美国犹太人情系以色列，加之他们实力强大，同时热于参政议政，为美以两国特殊关系的构建发挥着重要的作用。美以两国都奉行三权分立，政治制度上的契合，使得双方又增加了共同语言。正是由于以上的种种相似性，使得两国的国民之间有一种近乎于天然的亲密感，彼此的亲近感为美以特殊关系的构建起到了锦上添花的作用。本文将文化的范畴定位于以上四大因素，用以解释美以特殊关系的成因，力争揭开双方不寻常关系的神秘面纱。

After the Second World War, the Middle East region has become the strategic goal of the United States. Since then, the United States and Israel has been the process of the construction of the special relationship. The United States strongly supported the Zionism movement, and led to the establishment of the State of Israel. Then, the United States has regarded Israel's survival and securities as their own responsibility. The two countries are close, and gradually develop into a special relationship between the United States and Israel.The United States and Israel didn’t sign a formal treaty; and they mutual are not the real sense of the alliance relations. However, more than half a century, the United States has always performed the commitment to Israel's survival and wellbeing: providing a large number of economic and military supports to Israel. This country can get nearly 30 billion dollars in unpaid assistance from the U.S.A. Those deeds make the people of the world amazing. In order to explain the special relationship between the United States and Israel, the scholars at home and abroad have expressed their opinions. This paper mainly discusses the important of the cultural factors to the two countries. The United States and Israel share similar cultural background, mutual exchanges in a high degree of cultural identity.In this paper, the "culture" is not a general talk, but specifically related to the international relationships, such as religion, culture of melting pot, political ideals and values of the peoples. The cultural similarities between the two countries are important reasons of maintaining the special relationship. The United States and Israel have greatly developed religions and religions occupy a very important position, affecting all aspects of people's lives. There is "genetic" relationship of the religions of the two countries, which has become a stable tie between the two sides. In addition, the United States and Israel, which are as nation of immigrants, there are similar migration cultures. The Jews in the United States have a double identity: both American and Israelis. American Jews with their strength play an important role to build the special relationship between the two countries. Both the United States and Israel pursue the separation of powers, which strength the two nations’ relationship. It is precisely that the above various similarities, made the two countries in a natural intimacy. The sense of closeness between the United States and Israel builds a special relationship. In this paper, the scope of cultural including the four factors above, to explain the causes of the special relationship between the United States and Israel, and to reveal the mysterious veil of the two countries.
