本文依据现代战略管理理论,结合BF区国有资产经营公司的具体实际,对企业发展战略进行研究。首先运用PEST模型对企业的外部环境进行分析,找出企业发展的机遇与威胁,然后阐释和分析了企业的能力要素,找出企业发展的优势与劣势。在内外部环境分析的基础上,通过SWOT分析,得出企业应采取的战略类型。 根据战略分析结果,本文对BF区国有资产经营公司的发展战略进行了制定,认为公司应首先确认存在价值,功能定位应以引领和带动区域经济发展、服务于民生保障、服务于国有资产保值增值为核心;在明确公司的功能定位后,应整合重组现有的业务与资产,以城市开发、园区运营、资产管理三项业务为主,重新界定公司业务范围;继而提出了战略实施的重要举措,即通过资产重组集中优化资源配置,通过资源整合能有效弥补公司能力不足,通过资本运作多方筹集资金来源。 本文同时从完善法人治理结构、健全总部职能部门、创新经营体制机制、引入经营管理人才等方面,对如何保障发展战略的实现进行了一定的论述。本文的研究成果具有较强的可操作性,对于BF区国有资产经营公司的战略制定具有一定借鉴意义,对同类型公司也具有一定的参考意义。

Enterprise business development strategy is based on an enterprise's own capacity to cope with changes of the external environment, to seek competitive advantages and long-term continuous development. It is a system thinking of the enterprise to establish the existence of enterprise value, to define the scope of business, to improve organizational efficiency. It reflects the wisdom of the company to capitalize on the trend, to take advantage of the opportunity, to void weaknesses , and to distinguish primary and secondary.This article is based on modern strategic management theories, and combined with the specific reality of State-owned Assets Management Co.Ltd in BF District, to research the enterprise business development. First of all, the article uses PEST model to analyze the external environment to identify the opportunities and threats of business development, and then interprets and analyzes capacity factors, to identify strengths and weaknesses of business development. Based on the above analyses, through SWOT model, the author concludes the type of business strategy to be taken.According to strategic analysis, the article formulates the strategy of State-owned Assets Management Co.Ltd in BF District, and concludes that the company should first confirm the value, and functions should be guided to drive regional economic development, to serve the people's livelihood security, and to increase the state-owned assets value. After clearly positioning the company's functions, the company should integrate and restructure existing business assets to three major business including urban development, industrial park operating, and asset management’s. Then a strategy implementation is proposed, including optimizing allocation of resources through reorganization of assets, making up for the lack of corporate capacity through integration of resources, and raising multiple sources of funds through capital operation.This paper also discusses on how to safeguard the realization of the development strategy, including perfecting corporate governance structure, improving the headquarters functions, innovating operating system and mechanism, and introducing human resources.This research has a strong operability, and it is a reference for the State-owned Assets Management Co.Ltd in BF District, and also has some value for the same type companies.
