中小学校园的风险事件在近几年来频繁发生,甚至在经济欠发达的地区、留守儿童聚集的地区循环反复性的出现恶性不安全事件,而且绝大多数事件不仅影响了校园的正常教学和安全秩序,也给社会、家庭带来巨大的损失和痛苦。关注校园安全成为大家核心关注的话题,也越来越受到社会各界的重视。 近年来网络媒体报道了很多中小学校园风险事件,事件发生的种类多样,造成的原因也各不相同。每个事件发生都是由多种原因造成,其中一项重要原因是家长、学校发现不够及时,干预措施不到位。学校和家长对于孩子的关注不及时且缺乏有效干涉。家长和学校对于不安全事件处理方式的单一化,也易引起心智未成熟的年轻人逆反心理,专业心理干预也留为形式。目前规制校园安全的法律条文分散,体系不够完善,操作性不强。 九年义务教育阶段是最需要被重视孩子身心安全成长的阶段。近年来发生的校园不安全事件对年幼孩子们造成身心不利影响。因此在这一阶段,孩子们应该尽可能的得到积极、健康、有益的教育,同时尽量避免或减少校园中意外、暴力、压迫和欺凌等一系列事件发生。我国中小学教育的核心正在逐渐从教师的教学能力、教导能力转向教师全面关心学生在生活及安全等多方面。 为了贯彻执行减少校园不安全事件的发生,应将风险分析和应对的策略引入到校园中,通过对校园硬件设施、制度环境、学生心理健康、校舍活动等多方面的潜在风险进行风险识别和风险评估,从而提出行之有效的风险防范应对策略,发挥风险治理在完善与提升校园安全管理工作中的重要作用。 本文从中小学校园存在的校园风险进行全面调查,并从责任部门、产生原因等方面对风险源进行分析,进而对风险类型和风险点进行全面梳理,并从分布点、分布位置、影响因素分析、管控措施等方面进行风险评估。根据得到的评估结果,提出和补充校园应对危机的方案和策略,以减少和避免校园的不安全事件发生。 |

In recent years, the campus unsafe incidents exposed by the media have covered all the provinces in China, and it posed the characteristics of young age and repeatability. The vast majority of incidents not only affect the teaching and safety in campus but also bring huge loss and pain on family. In recent years, online media have reported many risk incidents in primary and secondary schools. There are various types of incidents and their causes are also different. Each incident is caused by a variety of reasons. One of the important reasons is that parents and schools have not found it in time and intervention measures are not in place. Schools and parents do not pay attention to children in time and lack effective intervention. The simplification of parents and schools' handling of unsafe incidents can also easily cause mentally rebellious among young people who are mentally immature, and professional psychological intervention is also left as a form. At present, the legal provisions governing campus safety are scattered, the system is not perfect, and the operability is not strong. The nine-year compulsory education stage has pose good reputation on the risks in school when the children’s physical and mental growth. School insecurity in recent years has taken a toll on young children. Therefore, at this stage, children should get as much positive, healthy, positive and beneficial education as possible, while avoiding or reducing a series of accidents, violence, oppression and bullying on campus. China's primary and secondary education is gradually shifting from teaching ability to a comprehensive concern for students in life. In order to avoid the occurrence of unsafe campus events, risk analysis and response strategies should be introduced into the campus, through risk identification and risk assessment of campus hardware facilities, institutional environment, student mental health, school building activities and other potential risks evaluation, effective risk prevention and response strategies are put forward, and risk governance plays an important role in improving and enhancing campus security management. This paper comprehensively sorts out the campus risk points in elementary and secondary schools, and analyzes the risk sources from the responsible departments and causes, and then comprehensively sorts the risk types and risk points from the distribution points, distribution locations, and impacts. Factor analysis, control measures, and other aspects were evaluated. Based on the results of the assessment, we propose and supplement the campus crisis response plans and strategies to reduce and avoid the occurrence of unsafe incidents on the campus. |
