人类经济社会的演进经历了农业革命、工业革命,正在经历信息革命。农业革命增强了人类生存能力,工业革命拓展了人类体力,信息革命则增强了人类脑力,带来生产力和生产关系又一次质的飞跃。当今世界,新一轮科技革命和产业变革席卷全球,数据价值化加速推进,数字产业化稳步发展,数字技术与实体经济集成融合,产业数字化应用潜能迸发释放,新模式新业态全面变革,数字治理能力现代化水平显著提升。人类历史已经全面进入数字经济时代。

在数字经济时代,发展仍旧是不变的主题,而高质量发展以其科学的理念内涵,符合新时期中国发展的实际需要,符合人民群众对美好生活的向往,符合中国式现代化的本质要求。作为一种广泛、复杂的经济现象,数字经济发展符合我国经济高质量发展的目标,并逐渐成为推动高质量发展的重要支撑和关键引擎,是实现中国经济社会高质量发展的必由之路。

中国数字经济发展经历了三个时期:一是初始萌芽期:1994年至2004年,中国实现了互联网的全功能连接,正式进入互联网时代,也标志着数字经济的萌芽;二是高速发展期:2005年至2015年,互联网基础设施的大幅度改善和互联网普及率的快速提升助力了数字经济高速发展;三是融合协同期:2016年至今,在中国主导下,二十国集团首次通过《G20数字经济发展与合作倡议》,为数字经济的发展指明了新的方向,数字经济发展进入融合协同期。在数字经济发展过程中,日益完善的数字经济产业政策为其发展提供了指导和保障,由高速增长阶段转向高质量发展阶段的宏观经济环境为其提供了物质基础,不断夯实巩固的数字基础设施为其提供动力。与此同时,依托着中国特有的规模优势、后发优势和制度优势,中国数字产业化服务化趋势稳步推进、产业数字化深层次拓展持续加速、数字化治理能力和规范全面提升、数据价值化关键环节取得突破,数字经济成为国民经济高质量发展的强大力量。

虽然中国数字经济发展规模稳居全球第二,数字经济发展增速位居世界前列,但是我国数字经济大而不强、快而不优,在发展过程中仍然面临一些问题。在宏观层面,数字经济发展面临着传统经济结构被颠覆、数字鸿沟加剧社会分化和不平等以及数字经济政策和法律建设相对滞后等问题。在中观层面,数字经济产业面临着数字市场垄断持续加重、数字经济与实体经济融合有待加深、数字产业关键领域创新能力不足等问题。在微观层面,数字经济相关企业和个体面临着数据管理分析和开放共享程度不高、网络安全威胁和数据泄露风险增加以及数字技能人才缺乏和技能升级困难等问题。导致这些问题产生的原因包括:产业结构的不合理配置和经济转型的较大冲击、数字经济相关法律法规和监管政策亟待完善、技术普及应用不均衡和自主创新能力较弱、数字化人才教育和培养体系不满足市场需求等。

域外一些国家如美、德、日,在数字经济领域已经取得了显著的成果,积累了大量的实践经验。从通过对美、德、日三国数字经济发展状况进行梳理,可以在政策、技术、规则体系等方面总结出一些经验启示:协力强化数字技术创新性前瞻性战略性布局、强化提升新型基础设施建设水平和服务能级、大力推动数字经济和实体经济深度融合发展以及探索形成互利有序的数字经济国际规则体系。这些经验启示在数字经济发展层面具有共同性,可以为中国数字经济的发展提供有益参考。

在高质量发展视域下,推动中国经济发展从:一是坚决强化数字产业自主创新能力,提升数字经济核心竞争力,向创新驱动型高质量发展迈进;二是大力推进产业数字化深层次转型,促使数字经济和实体经济深层次融合,实现内涵式高质量发展;三是全面深化数字化治理体系改革,提升数字治理效能和水平,构建中国数字经济高质量发展新格局;四是三路并举推进数据要素市场建设,进一步推动释放数据要素价值,为高质量发展培育数字新质生产力。

The evolution of human economy and society has gone through agricultural revolution, industrial revolution, and information revolution. The agricultural revolution enhanced human survival ability, the industrial revolution expanded human physical strength, and the information revolution enhanced human brain power, bringing about another qualitative leap in productivity and production relations. In today's world, a new round of technological revolution and industrial transformation is sweeping across the world, accelerating the advancement of data value, steadily developing digital industrialization, integrating digital technology with the real economy, unleashing the potential of industrial digital applications, comprehensively transforming new models and formats, and significantly improving the modernization level of digital governance capabilities. Human history has fully entered the era of digital economy.
In the era of digital economy, development is still the constant theme. High quality development, with its scientific concept, meets the actual needs of China's development in the new era, meets the people's aspirations for a better life, and meets the essential requirements of Chinese path to modernization. As a widespread and complex economic phenomenon, the development of the digital economy is in line with the goal of high-quality economic development in China, and has gradually become an important support and key engine for promoting high-quality development. It is the only way to achieve high-quality economic and social development in China.
The development of China's digital economy has gone through three periods: the first is the initial embryonic period: from 1994 to 2004, China realized the full function connection of the Internet and officially entered the Internet era, which also marks the embryonic stage of the digital economy; Second, the high-speed development period: from 2005 to 2015, the substantial improvement of Internet infrastructure and the rapid increase of Internet penetration helped the rapid development of the digital economy; The third is the period of integration and collaboration: Since 2016, under the leadership of China, the G20 has for the first time adopted the G20 Digital Economy Development and Cooperation Initiative, pointing out new directions for the development of the digital economy, and the development of the digital economy has entered a period of integration and collaboration. In the process of developing the digital economy, the increasingly perfect digital economy industry policies provide guidance and guarantees for its development. The macroeconomic environment, which has shifted from a high-speed growth stage to a high-quality development stage, provides a material foundation for it, and the continuously consolidating digital infrastructure provides impetus. At the same time, relying on China's unique scale advantage, latecomer advantage, and institutional advantage, the trend of digital industrialization and service in China is steadily advancing, the deep expansion of industrial digitization continues to accelerate, digital governance capabilities and standards are comprehensively improved, and breakthroughs have been made in key links of data value. The digital economy has become a powerful force for high-quality development of the national economy.
Although the development scale of China's digital economy ranks second in the world and the growth rate of digital economy ranks among the top in the world, China's digital economy is large but not strong, fast but not optimal, and still faces some problems in the development process. At the macro level, the development of the digital economy is facing problems such as the disruption of traditional economic structures, the exacerbation of the digital divide, social differentiation and inequality, and the relative lag in digital economic policies and legal construction. At the meso level, the digital economy industry is facing problems such as the continued intensification of digital market monopolies, the need for deeper integration between the digital economy and the real economy, and insufficient innovation capabilities in key areas of the digital industry. At the micro level, enterprises and individuals related to the digital economy face problems such as low levels of data management analysis and open sharing, increased risks of network security threats and data leakage, as well as a lack of digital skilled talents and difficulties in skill upgrading. The reasons for these problems include: unreasonable allocation of industrial structure and significant impact of economic transformation, urgent improvement of laws, regulations and regulatory policies related to the digital economy, uneven technology popularization and application, weak independent innovation ability, and inadequate digital talent education and training system to meet market demand.
Some countries outside the region, such as the United States, Germany, and Japan, have achieved significant results and accumulated a large amount of practical experience in the field of digital economy. By sorting out the development status of the digital economy in the United States, Germany, and Japan, some experiences and inspirations can be summarized in terms of policies, technology, and rule systems: working together to strengthen the innovative and forward-looking strategic layout of digital technology, enhancing the level of new infrastructure construction and service levels, vigorously promoting the deep integration of the digital economy and the real economy, and exploring the formation of a mutually beneficial and orderly international rule system for the digital economy. These experiences and inspirations have commonality in the development of the digital economy and can provide useful references for the development of China's digital economy.
From the perspective of high-quality development, promoting China's economic development will focus on: firstly, resolutely strengthening the independent innovation capability of the digital industry, enhancing the core competitiveness of the digital economy, and moving towards innovation driven high-quality development. The second is to vigorously promote the deep transformation of industrial digitization, promote the deep integration of the digital economy and the real economy, and achieve high-quality development with connotation. The third is to comprehensively deepen the reform of the digital governance system, improve the efficiency and level of digital governance, and build a new pattern of high-quality development of China's digital economy. The fourth is to promote the construction of the data element market through three simultaneous approaches, further promoting the release of data element value, and cultivating new digital productivity for high-quality development.
